RESOLUTION NO. 02-28
RESOLUTION ORDERING THE PLANS AND SPECIFICATIONS — WEST SHADOW
PONDS
WHEREAS, the owner of West Shadow Ponds has petitioned the City for the installation of
sanitary sewer, water, storm sewer and road improvements, and
WHEREAS, it has previously been determined the installation of the improvements is feasible,
and
WHEREAS, the costs for the proposed improvements are secured through the development
agreement between the City of Lino Lakes and Richard S. Carlson & Associates,
and
WHEREAS, the developer remains responsible for adhering to all of the conditions of the West
Shadow Ponds preliminary plat approval,
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF LINO
LAKES, MINNESOTA:
1. The City Engineer is designated as the engineer for this improvement and he is directed to
prepare the plans and specifications for the construction of the West Shadow Ponds
improvements.
Adopted by the Lino Lakes City Council this 8th day of April, 2002.

TOPIC: Resolution No. 02 — 28, Order Plans and Specifications — West Shadow Ponds
VOTE REQUIRED: Simple Majority
' BACKGROUND:
The preliminary plat for West Shadow Ponds was approved in 2001. The developer, Richard S.
Carlson & Associates, has submitted a petition to have certain improvements installed by the
City. All costs for these improvements will be assessed back to West Shadow Ponds per the
development agreement. The improvements to be installed under City contract include the
watermain, sanitary sewer, storm sewer, and the road pavement including aggregate base. The
developer's contractor will complete all site grading including construction of the roadway up to
the top of the subgrade. The project limits are from 62"d Street to the south end of existing West
Shadow Lake Drive.
The developer remains responsible for adhering to all of the conditions of the preliminary plat
approval. The trail on 62nd Street must be installed, including bituminous, before he can begin
site grading. All of the site grading must be completed according to the approved plan, and
verified, prior to the City proceeding with City -contracted work.
Assuming we have all the necessary base information from the developer's engineer, if ordered,
the plans and specifications could be completed in time for consideration at the May 13, 2002,
City Council meeting.
The engineering budget for preparation of the plans and specifications is $7,800.
OPTIONS:
1. Return to staff for further review.
2. Adopt Resolution Number 02 - 28, order the plans and specifications for the West Shadow
Ponds.
3. Not adopt Resolution No. 02 — 28.
RECOMMENDATION:
Option No. 2 - Staff recommends that Resolution Number 02 - 28 be adopted.
