HomeMy WebLinkAbout2002-039 Council ResolutionAGENDA ITEM 4D STAFF ORIGINATOR: Linda Waite Smith, City Administrator MEETING DATE: April 22, 2002 TOPIC: Joint Resolution with Cities of Hugo and Centerville about Interchange of 35E and CSAH 14 (Lino Lakes Resolution 02-39) VOTE REQUIRED: 3/5 BACKGROUND: The cities of Hugo, Centerville and Lino Lakes convened a joint meeting at Lino Lakes on January 30, 2002, to discuss issues of mutual interest. One result of the meeting was agreement to forward to the Minnesota Department of Transportation (MnDOT) a joint resolution regarding the importance of improving the interchange at 35E and CSAH 14. The City Council of Hugo adopted the attached resolution at its April 1, 2002, meeting and forwarded it to the other cities for action. The joint resolution: States the interchange is important to the three cities because of continuing residential and commercial growth. Notes there is a need for expansion and reconfiguration of the interchange for congestion and safety reasons. Urges MnDOT to accelerate, however possible, consideration of improvements to the interchange. Pledges the three cities will work closely with each other and other agencies to accomplish interchange improvements at the earliest possible time. OPTIONS: 1. Adopt the Resolution 02-39 and forward it to MnDOT. 2. Decline to adopt the joint resolution. 3. Return to staff for further review and/or action. RECOMMENDATION: 1. Option #1: Adopt Resolution 02-39 and forward it to MnDOT. JOINT RESOLUTION OF PRINCIPAL MUNICIPALITIES AFFECTED BY CSAH 14/I -35E INTERCHANGE WHEREAS, the undersigned cities of Lino Lakes, Hugo and Centerville (hereinafter "The Cities") are municipalities which lie adjacent to or near the intersection of CSAH 14 and Interstate 35E (hereinafter "the Interchange"); and, WHEREAS, the Interchange serves as the principal freeway access for commercial, residential, and permanently rural areas within The Cities; for example, growing industrial parks within the City of Hugo and Lino Lakes are served by vehicle and truck traffic from the interchange and residents of all The Cities use the Interchange for access to urban and rural residential housing in all directions; and, WHEREAS, as presently configured, the intersection consists of four (4) narrow exit/entrance lanes off of I -35E which serve CSAH 14; and, WHEREAS, CSAH 14 will soon be expanded and updated to accommodate increasing traffic from the east and west; and, WHEREAS, it is apparent to The Cities that there is a real and immediate need to upgrade and improve the Interchange to protect public health, safety and welfare. Among other problems, the Interchange has sight distance deficiencies, and its narrowness creates traffic congestion on the easterly and westerly approaches to the Interchange on CSAH 14, as well as creating congestion on I -35E; and, WHEREAS, The Cities are expecting to continue to experience substantial growth which will worsen the traffic conditions present at the Interchange and which will be sufficient to cause additional congestion on I -35E; and, WHEREAS, The Cities are aware that the Minnesota Department of Transportation has considered the CSAH 14/I -35E project as a potential candidate for improvements. NOW, THEREFORE, it is hereby mutually resolved as follows: 1. Each of The Cities has observed that the Interchange's current condition and configuration is insufficient to safely accommodate existing and expected traffic at and around the intersection, and will continue to create congestion and safety problems. 2. The Cities respectfully request that the Minnesota Department of Transportation accelerate, however possible, its consideration of improvements to the Interchange and endeavor to give the Interchange high priority for reconstruction. 3. Each of The Cities, to the extent reasonably possible, pledges to work closely with each other, the Minnesota Department of Transportation, and any other regulatory, administrative or governmental body, to accomplish improvements to the Interchange at the earliest possible time. WHEREUPON, said Resolution was declared duly passed and adopted by the City Councils for the City of Hugo on April 1, 2002, the City of Centerville on , 2002, and the City of Lino Lakes on AP„/ zL, 2oa z .
