RESOLUTION NO. 02-56
RESOLUTION APPROVING THE PLANS AND SPECIFICATIONS AND
AUTHORIZING ADVERTISEMENT FOR BIDS— WEST SHADOW PONDS
WHEREAS, the owner of West Shadow Ponds has petitioned the City for the installation of
sanitary sewer, water, storm sewer and road improvements, and
WHEREAS, it has previously been determined the installation of the improvements is feasible,
and
WHEREAS, the costs for the proposed improvements are secured through the development
agreement between the City of Lino Lakes and Richard S. Carlson & Associates,
and
WHEREAS, the developer remains responsible for adhering to all of the conditions of the West
Shadow Ponds preliminary plat approval,
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF LINO
LAKES, MINNESOTA:
1. Such plans and specifications, a copy of which is attached hereto and made part hereof,
are hereby approved.
2. The City clerk shall prepare and cause to be inserted in the official paper and in the
Construction Bulletin and advertisement for bids upon the making of such improvement
under such approved plans and specifications. The advertisement shall be published for
ten days, shall specify the work to be done, shall state that bids will be received by the
Clerk. Any bidder whose responsibility is questioned during consideration of the bid will
be given an opportunity to address the Council on the issue of responsibility. No bids
will be considered unless sealed and filed with the Clerk and accompanied by a cash
deposit, cashier's check bid bond or certified check payable to the Clerk for five (5)
percent of the amount of such bid.

Councilmember Reinert introduced Resolution No. 02-56 and moved its adoption.
The motion for adoption of the foregoing resolution was duly seconded by
Councilmember Dahl and upon vote being taken thereon, the following voted in favor thereof:
Reinert, Dahl, Bergeson, Carlson and O'Donnell.
The following voted against same:
None.
Whereupon said resolution was declared passed and adopted.

Advertisement for Bids for the West Shadow Ponds Street Improvements
VOTE REQUIRED: Simple Majority
BACKGROUND:
The preliminary plat for West Shadow Ponds was approved in 2001. The developer, Richard S.
Carlson & Associates, has submitted a petition to have certain improvements installed by the
City. All costs for these improvements will be assessed back to West Shadow Ponds per the
development agreement. The improvements to be installed under City contract include the
watermain, sanitary sewer, storm sewer, and the road pavement including aggregate base. The
project limits are from 62nd Street to the south end of existing West Shadow Lake Drive. City
staff has prepared the plans and specifications for this work and is requesting Council approval to
advertise for bids.
OPTIONS:
1. Return to staff for further review.
2. Adopt Resolution Number 02 - 56, approving the plans and specifications and authorizing
advertisement for bids for the West Shadow Ponds project.
3. Not adopt Resolution No. 02 — 56.
RECOMMENDATION:
Option No. 2 - Staff recommends that Resolution Number 02 - 56 be adopted.
Councilmember - introduced Resolution No. 02-56 and moved its adoption.
