HomeMy WebLinkAbout2002-103 Council ResolutionCITY OF LINO LAKES RESOLUTION NO. 02-103 RESOLUTION APPROVING THE COMPREHENSIVE PLAN WHEREAS, the City of Lino Lakes has prepared an updated Comprehensive Plan to guide community growth in a rational and responsible manner through 2020, and WHEREAS, the Comprehensive Plan is the result of an extensive planning process, including the work of a special citizen task force and discussion by other citizen boards, and WHEREAS, the Planning & Zoning Board held a public hearing on the Plan on October 14, 1998 and recommended approval of the Plan, and WHEREAS, the City Council has considered the recommendations and discussion offered by the citizens of Lino Lakes and has agreed on revisions, and WHEREAS, the City Council conducted numerous discussions and held an additional public hearing on June 11 and June 25, 2001, and WHEREAS, MN Statutes 462.353 authorizes the City to carry on comprehensive municipal planning activities for guiding the future development and improvement of the city and to prepare, adopt and amend a comprehensive municipal plan and implement such plan by ordinance and other official actions, and WHEREAS, MN Statutes 473.858 requires the City to prepare a comprehensive plan and submit it to the Metropolitan Council for review, and WHEREAS, the Lino Lakes City Council recognized in Resolution 01-88 that review of the Comprehensive Plan by the Metropolitan Council, or other information received by the City Council, may result in the need for minor revisions to ensure consistency with metropolitan system plans as required by law, and WHEREAS, the City Council recognized in Resolution 01-88 the potential need to revisit the Comprehensive Plan and approve any such minor revisions before the Plan is implemented, and WHEREAS, the Metropolitan Council completed its review of the Lino Lakes Comprehensive Plan on August 14, 2002, and approved the plan with conditions and recommendations. NOW, THEREFORE, BE IT RESOLVED that the City Council of Lino Lakes hereby approves the 2001 Comprehensive Plan, with the revisions listed in Attachment A. ATTEST: Ann Bl ity Clerk ATTACHMENT A Resolution 02-103 List of Revisions To the 2001 Comprehensive Plan • pages 75 & 77: land use maps revised: - no longer have Low/Medium or Medium/High categories Low/Medium converted to Medium Medium/High converted to High map legend will no longer list L/M or M/H categories - revise land use in two specific locations: SE corner Birch & Hodgson, reduce commercial by 10 acres, convert that 10 acres to Medium Density residential NW corner Ash St. & Hodgson, convert 20± acres of commercial to 20± acres of Mixed Use • page 86: densities of land use categories revised to: Low Medium High Town Center (Mixed Use) 1 to 3 3 to 6 6 t 12 10to24 units per acre units per acre units per acre units per acre • pages 13, 69, 75, 77, 105, 163: maps revise maps to show additional land in regional park reserve (in vicinity of Sherman Lake and Pheasant Hills Preserve) resulting from land trade with Anoka County • page 97: add solar access element The following text to be added: SOLAR ACCESS In order to protect access to direct sunlight for solar energy systems, the City will add to its official controls a requirement to consider solar access in development reviews. For example, this could be a requirement for a shadow analysis for tall structures. This would be of particular importance in commercial and industrial zoning districts. • page 29, Transportation Plan: update bus route numbers and other information The following text will replace text on page 29 of the Transportation Plan: V. TRANSIT AND TRAVEL DEMAND MANAGEMENT TRANSIT Lino Lakes is currently served by four transit service providers (see Figure 12 for existing transit routes): • Metrepelitan-Ce ncil Transit Operations (MCTO) operates the • Metro Transit -- operates Route 260, AM & PM peak express service to Minneapolis • North Suburban Lines sere Lino Lakes with the Hodgson • North Suburban Lines -- Route 262, AM & PM peak local/limited stop service to St. Paul via Hodgson Road and Rice Street; and Route 275, AM & PM peak express service to St. Paul via I-35. • Anoka County Traveler -- a demand -responsive service operating to any point within Anoka County • Metro Mobility -- a demand responsive service for persons who have a mobility impairment. additional updates to Transit text will be investigated in the future Certification of Resolution No. 02-103 Councilmember Dahl introduced Resolution No. 02-103 at the regularly scheduled meeting of the Lino Lakes City Council held on August 26, 2002, and moved its adoption. The motion for adoption of the foregoing resolution was duly seconded by Councilmember Reinert and upon vote being taken thereon, the following voted in favor thereof: Reinert, Dahl, Bergeson, Carlson and O'Donnell. The following voted against same: None. Whereupon said resolution was declared passed and adopted.
