RESOLUTION NO. 02-129
RESOLUTION ACCEPTING FEASIBILITY REPORT AND CALLING FOR A PUBLIC
HEARING — ELM STREET RECONSTRUCTION PROJECT.
WHEREAS, pursuant to resolutions of the Council adopted May 14, 2001, a study has
been prepared by the City Engineer, with reference to the improvement of Elm Street
Reconstruction by constructing Street, storm sewer, sanitary sewer and watermain
extensions, and
WHEREAS, the report provides information regarding whether the proposed project is
necessary, cost-effective, and feasible,
WHEREAS, the City proposes to assess the benefited property for all or a portion of the
cost of the improvement, pursuant to Minnesota States, Chapter 429, and Chapter 8 of
the Lino Lakes City Charter.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF
LINO LAKES, MINNESOTA:
1. The report is hereby received by the City Council.
2. That a Public Hearing be held for the proposed street reconstruction, storm sewer,
sanitary sewer, and water extensions.
Adopted by the Lino Lakes City Council this 23rd of September, 2002.

TOPIC: Resolution No. 02-129, Accepting Feasibility Report and Calling for
a Public Hearing, EIm Street Reconstruction.
VOTE REQUIRED: Simple Majority
BACKGROUND:
Due to the deteriorating condition of EIm Street between Sunset Road and Grey
Heron Drive, the City Council order a feasibility study for the reconstruction of the
street. This segment of roadway is designated as a Municipal State Aid Street
and serves as a minor collector within the City's Comprehensive Transportation
Plan. In addition, some properties adjacent to and beyond Elm Street do not
have access to sanitary sewer or water.
Staff is currently working with the City Attorney defining the assessments that are
being proposed for this project. The street reconstruction portion of the project
will be funded mostly through Municipal State Aid.
The study will be delivered to the City Council at the meeting Monday evening.
The next step in the process will be to accept the feasibility study and hold a
Public Hearing on the proposed improvements.
OPTIONS:
1. Return to staff for further review.
2. Adopt Resolution No. 02-129, Accepting the Feasibility Report and Calling for
a Public Hearing for the EIm Street Reconstruction project.
RECOMMENDATION:
Option No. 2 - Staff recommends that Resolution No. 02-129 be adopted.
