RESOLUTION NO. 02-136
RESOLUTION DECLARING COST TO BE ASSESSED, AND ORDERING PREPARATION OF
PROPOSED ASSESSMENT FOR THE INDIVIDUAL PROPERTIES WHICH REQUESTED
CONNECTION TO CITY UTILITIES
WHEREAS, contracts were let for installing watermain and sanitary sewer and the price for such
improvements is $83,903.21.
NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF LINO LAKES,
MINNESOTA:
1. The portion of the cost be assessed against benefited property owners is declared to be
$83,903.21.
2. Assessments shall be payable in equal annual installments extending over a period of fifteen
years, the first of the installments to be payable on or before the first Monday in January,
2003, and shall bear interest at the rate of 7 percent per annum from the date of the adoption
of the assessment resolution.
3. The City Clerk, with the assistance of the City Engineer, shall forthwith calculate the proper
amount to be specially assessed for such improvement against every assessable lot, piece or
parcel of land within the district affected, without regard to cash valuation, as provided by law,
and she shall file a copy of such proposed assessment in her office for public inspection.
4. The City Clerk shall upon the completion of such proposed assessment, notify the council
thereof.
Adopted by the council this 23rd day of September, 200 .

TOPIC: Consideration of Resolutions 02-131 through 02-136 Declaring
Costs to be Assessed and Order Preparation of Proposed
Assessment
VOTE REQUIRED: 3/5 Vote Required
BACKGROUND:
Four projects have progressed to the point where assessment rolls can be
prepared. Costs for each improvement have been calculated by the City
Engineer. Resolutions have been prepared ordering the preparation of the
assessment rolls. State Statutes and the Lino Lakes City Charter require a
formal resolution ordering preparation of an assessment roll for each
improvement project.
The developer projects to be assessed are as follows:
West Shadow Ponds
Royal Pines
Clearwater Creek 5th Addition
Lake Drive/Apollo Drive Improvements
There are also several property owners who connected to City utilities this past
year and requested the assessments be collected with their taxes. Each
resolution will require a separate vote of the City Council.
OPTIONS:
1. Adopt separate motions for each resolution.
2. Return to staff for further review.
RECOMMENDATION:
Staff recommends Option No. 1, the adoption of the resolution for each project
and for the individual properties that connected.
