HomeMy WebLinkAbout2002-162 Council ResolutionCITY OF LINO LAKES RESOLUTION NO. 01-162 RESOLUTION RECEIVING PETITION AND ORDERING PREPARATION OF FEASIBILITY STUDY FOR THE THOMAS STREET UTILITY IMPROVEMENTS WHEREAS, the City of Lino Lakes has received a petition from residents of Thomas Street, west of 4th Avenue, requesting preparation of a study on the feasibility of extending sanitary sewer and water service to their properties, and WHEREAS, in response to this petition, it is proposed to improve Thomas Street from 4th Avenue to the west by constructing sanitary sewer and watermain improvements, and WHEREAS, the City proposes to assess the benefited property for all or a portion of the cost of the improvement, pursuant to Minnesota Statutes, Chapter 429, and Chapter 8 of the Lino Lakes City Charter. NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF LINO LAKES, MINNESOTA: 1. That the proposed improvement be referred to the City Engineer for study and that he is instructed to report to the Council with all convenient speed advising the Council in a preliminary way as to whether the proposed improvement is necessary, cost-effective, and feasible and as to whether it should best be made as proposed or in connection with some other improvement, and the estimated cost of the improvement as recommended. VOTE REQUIRED: Simple Majority BACKGROUND: The City has received a petition from residents and property owners on Thomas Street, west of 4th Avenue, for preparation of a report on sanitary sewer and water service. A copy of the petition is attached. Sanitary sewer and water main are close to the project area at the west side in the Behm's Century Farms subdivision. When the City has received utility petitions from neighborhoods in the past, the first step has been to hold a neighborhood meeting before any formal study is prepared. At the neighborhood meeting, we discuss the public improvement process, the City Charter, the location of existing utilities, and an overview of the construction process. The study would follow the neighborhood meeting. The study will address, on a preliminary basis, design, cost, assessment, schedule, and other issues as they relate to providing City utility service to this area. OPTIONS: 1. Return to staff for further review. 2. Adopt Resolution No. 01-162, Receive Petition and Order Preparation of a Feasibility Study for the Thomas Street Utility Improvements. RECOMMENDATION: Option No. 2 - Staff recommends that Resolution No. 01-162 be adopted. DATE: ?A 07_ PETITION FOR SEWER AND WATER SERVICE To the Honorable City Council Members and Staff City of Lino Lakes, MN The undersigned owners of property respectfully petition to begin the process that would lead to construction of sanitary sewer and water service for our homes. At this time, I am requesting a Study to determine the design and cost of this installation. I understand that a final determination to begin construction would depend on the results of the Study, the number of homes that agree to be served, and other factors.
