RESOLUTION NO. 02 -
RESOLUTION ACCEPTING QUOTES AND AWARDING A CONTRACT — DITCH/POND
CLEANING PROJECT.
WHEREAS, pursuant to a request for quotes for the construction of the Ditch/Pond project,
Quotes were received, opened and tabulated according to law, and the following quotes were
received complying with the request:

Amt Construction Company $49,731.70
C.W. Houle, Inc. No Bid
Glen Rehbein Excavating No Bid
Ro-So Contracting, Inc. No Bid
W.B. Miller, Inc. No Bid
AND WHEREAS, it appears that Amt Construction Company is the lowest responsible bidder,
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF LINO
LAKES, MINNESOTA:
1 The Mayor and Clerk are hereby authorized and directed to enter into a contract with Amt
Construction Company, in the name of the City of Lino Lakes for the construction of the
Ditch/Pond Cleaning Improvements according to the plans and specifications approved by
the City Council and on file in the office of the City Clerk.
2. The City Clerk is hereby authorized and directed to return forthwith to all bidders the
deposits made with their bids, except that the deposits of the successful bidder and the next
~ lowest bidder shall be retained until a contract has been signed.
Adopted by the Lino Lakes City Council this 16th day of December 2002.

Cleaning

BACKGROUND:
Quotes were received and publicly opened on December 10, 2002. The results of the
quotes are presented below. City Council action is required to award a contract to the
lowest responsible bidder.

Attached is a copy of the submitted quote.
We received calls from most of the bidders and they were unsure about placing a bid
due to the competitiveness of this type of work. This project will perform the necessary
maintenance work as part of the Surface Water Management Projects.
The funding for this work is provided by the Surface Water Management Fund. This
fund was established in 1992 as a revenue source in order to meet the "administrative,
planning, ponding, mitigation, and water quality needs" of the City. It is reimbursed
through assessments to new subdivisions and is also collected as property owners
connect to City utilities.
OPTIONS:
1. Retum to staff for further review.
2. Adopt Resolution Number 02-191, accepting quotes and awarding a contract to Amt
Construction Company, for the Ditch/Pond Cleaning project.
3. Not adopt Resolution No. 02-191.
RECOMMENDATION:
Option No. 2 - Staff recommends adoption of Resolution Number 02-191
