HomeMy WebLinkAbout2000-041 Council ResolutionCouncil Member Carlson introduced the following resolution and moved its adoption: CITY OF LINO LAKES RESOLUTION NO. 00-41 RESOLUTION APPROVING THE PLANS AND SPECIFICATIONS AND AUTHORIZING ADVERTISEMENT FOR BIDS — TWILIGHT ACRES 1ST AND 2ND ADDITIONS WHEREAS, the City Engineer has prepared plans and specifications for the Twilight Acres 1St and 2' Addition project, and has presented such plans and specifications to the Council for approval; NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF LINO LAKES, MINNESOTA: 1. Such plans and specifications, a copy of which is attached hereto and made part hereof, are hereby approved. 2. The City clerk shall prepare and cause to be inserted in the official paper and in the Construction Bulletin an advertisement for bids for the making of such improvement under such approved plans and specifications. The advertisement shall be published for ten days, shall specify the work to be done, shall state that bids will be received by the Clerk until 10:00 a.m. on Friday, May 5, 2000, at which time they will be publicly opened in the City Hall by the City Clerk and Engineer, will then be tabulated, and will be considered by the Council at 6:30 p.m. on Monday, May 8, 2000, in the Council Chambers of the City Hall. Any bidder whose responsibility is questioned during consideration of the bid will be given an opportunity to address the Council on the issue of responsibility. No bids will be considered unless sealed and filed with the Clerk and accompanied by a cash deposit, cashier's check, bid bond or certified check payable to the Clerk for five (5) percent of the amount of such bid. Ry -Ciel Gaustad, City Clerk AGENDA ITEM 6A STAFF ORIGINATOR: John Powell, City Engineer COUNCIL MEETING DATE: April 10, 2000 TOPIC: Resolution No. 00 - 41 - Approve Plans and Specifications and Authorize Advertisement for Bids, Twilight Acres 1st and 2nd Additions VOTE REQUIRED: Simple Majority BACKGROUND: The plans and specifications for this project were ordered on February 14, 2000. The next step in the public improvement process is to approve the plans and specifications and authorize advertisement for bids. The City Attorney has informed us that we will not have appraisals completed in time for the assessment hearing. However, as noted on the following schedule, it is my recommendation we proceed to obtain bids for the work and hold the assessment hearing: City Council Approves Plans and Specifications April 10, 2000 City Council Authorizes Ad for Bids April 10, 2000 Open Bids May 5, 2000 City Council Receives Bids, May 8, 2000 Declares Cost to be Assessed, Sets Hearing Assessment Hearing, Adopt Assessment June 12, 2000 Award Construction Contract July 24, 2000 It requires little additional effort on the City's part to obtain bids for the work and prepare the final assessment roll. We will clearly state to the contractors that the project may be terminated after the assessment appeal period. OPTIONS: 1. Return to staff for further review. 2. Adopt Resolution Number 00-41 approving the plans and specifications and authorizing advertisement for bids for the Twilight Acres 1st and 2nd Addition project. 3. Not adopt Resolution No. 00-41. RECOMMENDATION: Option No. 2 - Staff recommends that Resolution Number 00-41 be adopted.
