HomeMy WebLinkAbout2001-041 Council ResolutionCouncil Member rut!' introduced the following resolution and moved its adoption: CITY OF LINO LAKES RESOLUTION NO. 01-41 RESOLUTION ORDERING PREPARATION OF STUDY FOR THE 2001 21ST AVENUE STREET AND UTILITY IMPROVEMENTS WHEREAS, it is proposed to improve 21st Avenue, south of Main Street, by installing roadway and storm sewer improvements, and WHEREAS, the City proposes to assess the benefited property for all or a portion of the cost of the improvement, pursuant to Minnesota Statutes, Chapter 429. NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF LINO LAKES, MINNESOTA: 1. That the proposed improvements be referred to the City Engineer for study and that he is instructed to report to the Council with all convenient speed advising the Council in a preliminary way as to whether the proposed improvements are feasible and as to whether they should best be made as proposed or in connection with some other improvement, and the estimated cost of the improvements as recommended. It will also provide an improved roadway access to the new Dairy Queen on the southeast corner of 21st Avenue/Northern Lights Boulevard. The installation of roadway and storm sewer in this area has been considered previously. A TKDA study dated January 26, 1998, and revised February 23, 1998, was submitted to the City and evaluated not only storm sewer and streets but also sanitary sewer and water service to this area. City staff is re -initiating the public improvement process for the following reasons: 1. The cost information contained in the original study is over three years old and should be updated. 2. The cost for these improvements will be recovered through assessments to benefiting properties in Lino Lakes, and through the Joint Powers Agreement with the City of Centerville. We want to provide current cost information to Centerville before proceeding with re -construction of the roadway. We also want to ensure the Statute 429 process, including the assessment process, remains intact. 3. Ownership of some effected properties in Lino Lakes has changed since 1998. 4. Additional detail is available regarding use of the adjoining properties. The Feasibility Study will be received at the April 9, 2001 City Council meeting. Assuming concurrence by the City of Centerville, the construction would take place this Spring. OPTIONS: 1. Return to staff for further review. 2. Adopt Resolution No. 00-41, Ordering Preparation of a Study for the 2001 21st Avenue Street and Utility Improvements. RECOMMENDATION: Option No. 2 - Staff recommends that Resolution No. 00-41 be adopted.
