1. CALL TO ORDER AND ROLL CALL:
Ms. Klebba called the Lino Lakes Environmental Board meeting to order at 6:30 p.m. on
October 28, 2015.
2. APROVAL OF AGENDA
Ms. Fonfara asked to add items to Recycling Update. Added items were the Free Store,
A to Z Disposable guide, and a school recycling contest.
Ms. Andrzejewski made a MOTION to approve the revised agenda. Motion was
supported by Mr. Sullivan.
3. SWEARING IN OF NEW MEMBER
Mayor Reinert sworn in Liz Kaufenberg
4. APPROVAL OF MINUTES:
August 26, 2015
Mr. Sullivan made a MOTION to approve the August 26, 2015 Meeting Minutes.
Motion was supported by Ms. Andrzejewski. Motion carried 5 - 0.
5. OPEN MIKE
Ms. Klebba declared Open Mike at 6:35 p.m.

There was no one present for Open Mike. Close Open Mike at 6:35 p.m.
6. ACTION ITEMS
A. North Oaks Company PUD Concept Plan
Mr. Asleson presented the information about the proposed development located south of
County Road J/ Ash Street, west of CSAH 21/ Centerville Rd, and north of Wilkinson
Lake Boulevard. The land is approximately 46 gross acres and consists of a residential
density mix of single family homes, twin homes and senior housing totaling 136-161
housing units.
Almost all of the property is within a shore land overlay district. The regulations of the
shore land district (Chapter 1102) shall apply to the entire development. The specific
regulations of the PUD shore land district (Section 1102.13) shall apply to the twin home
and townhome development.
Comments from the board
• Dropped curbs should be installed for the banding turtle
• Surface water flowage system could be developed along the wetland preservation
corridor
• Trail should be incorporated into the development along the wetland through the
greenway system
Mr. Asleson reminded the board that the plan will come back to the Environmental Board
again.
Ms. Andrzejewski MOTION to recommend the concept plan to be moved forward.
Seconded by Mr. Schwartz. Motion carried 5-0
6. DISCUSSION ITEMS
A. Recycling Update
1. 2015 Budget
Ms. Fonfara mentioned that the Score budget had a slight deficit due to the
free furniture recycling because it did cost to dispose the unusable furniture.
Ms. Fonfara applied for a grant through Anoka County Recycling Program
and was awarded the grant in the amount of $10,000.00.
2. Organics Recycling
Ms. Fonfana has a one page survey in the 2015-2016 Winter Newsletter to see
if residents are interested in a Neighborhood Organics Recycling Drop-off
Program. The pilot neighborhood will have the opportunity to take their

organics to a centralized park drop-off location to be collected by a hauler for
composting. Ms. Fonfara is hoping for a positive feedback to the survey.
Ms. Kaufenberg wanted to know if residents were going to be provided bags
for compost. Ms. Fonfana said not at this time.
Mr. Schwartz said it would be great to be the first suburb to have city wide
organic recycling.
3. Monthly Recycling Day and Bridging
Ms. Fonfana said that in September there was a charged of $600 for furniture
that was declined from Bridging. That was better than the 2 or 3 thousand that
had been paid for furniture destruction.
October recycling paper shedding documents and hard drive destruction was a
success.
4. Free Store
Was presented to the City Council and the Council would like to revisit the
idea.
Free Store would be a web base site for residents to offer free items for give
away. It would be for the local area so residents would not have to travel far
to get the item.
5. A to Z Disposable Guide
Is now on the city's web site and it is a one stop search for disposing of an
item. It will also have links to other recycling places.
Ms. Klebba would also see it placed on Facebook.
6. School Recycling Contest
Ms. Fonfana presented an idea of a way to get the schools involved and
celebrate America Recycles Day, which is November 15. The City of Lino
Lakes is holding an Art and Essay contest for students in grades 3 — 12 to
express the importance of reuse and recycling. All projects are due December
18th by 4:30 PM to Lino Lakes City Hall and MUST be submitted with an
entry form. Information will be on the City's web site and in the newsletter.

• Winners in the Spring newsletter
• Share the ideas with Scout leaders
B. Tree Sale
The tree sale information will be in the 2015-2016 Winter Newsletter.
The city tree sale as well as Anoka County Conservation information will be
listed.
7. ADJOURNMENT
Ms. Andrzejewski made a MOTION to adjourn the meeting at 7:42 p.m. Motion was
supported by Mr. Schwartz. Motion carried 5 - 0.
