A reception was held following the council meeting to honor the two 28 members. 29 30 CONSENT AGENDA 31 32 Council Member Roeser moved to approve the Consent Agenda, Items 1A through 1D as presented. 33 Council Member Kusterman seconded the motion. Motion carried on a voice vote. 34 35 ITEM ACTION 36 37 Consideration of Expenditures: 38 39 December 28, 2015, Check No. 102834-102944, in the 40 amount of $342,392.79 Approved 41 42 Centennial Fire District (Check No. 7139-7254, 43 in the amount of $57,850.17) Approved 44 45 December 7, 2015 Council Work Session Minutes Approved 1 COUNCIL MINUTES December 28, 2015 APPROVED 46 47 December 14, 2015 Council Meeting Minutes Approved 48 49 December 14, 2015 Closed Council Minutes Approved 50 51 FINANCE DEPARTMENT REPORT 52 53 Item 2A, Resolution No. 15-154, Authorizing Issuance of 2016 Certificates of Indebtedness had been 54 removed from the agenda. 55 56 ADMINISTRATION DEPARTMENT REPORT 57 58 3A) CenturyLink Franchise Ordinance: i. Consider 2"d Reading of Ordinance No. 13-15, 59 Granting a Cable Television Franchise to CenturyLink; b. Consider Resolution No. 15-151, 60 Approving a Summary of Ordinance No. 13-15 for publication - Administrator Karlson noted that 61 the council has engaged in a thorough review of this matter at a recent work session and the 1St 62 reading was approved at the last council meeting. Staff is now recommending approval of the second 63 reading and passage of the ordinance that will add CenturyLink as a cable provider within the City. 64 65 Council Member Stoesz moved to waive the full reading of Ordinance No. 13-15. Council Member 66 Roeser seconded the motion. Motion carried on a voice vote. 67 68 Council Member Roeser moved to approve the 2nd Reading and passage of Ordinance No. 13-15 as 69 presented. Council Member Kusterman seconded the motion. Motion carried: Yeas, 5; Nays none. 70 71 Council Member Roeser moved to approve Resolution No. 15-151 as presented. Council Member 72 Kusterman seconded the motion. Motion carried on a voice vote. 73 74 3B) Consider 2"d Reading of Ordinance No. 14-15, Regulating Joint Powers Agreements - 75 Administrator Karlson noted that this ordinance would add language to the City Code providing that 76 the city won't participate a joint powers agreement if governance of the power of that agreement isn't 77 proportionate to the city's financial obligation. The council has reviewed this ordinance at a work 78 session and the 1St reading of the ordinance was approved at the December 14, 2015 council meeting. 79 80 Council Member Rafferty moved to waive the full reading of Ordinance No. 14-15. Council Member 81 Stoesz seconded the motion. Motion carried on a voice vote. 82 83 Council Member Roeser moved to approve the 2"d Reading and passage of Ordinance No. 14-15 as 84 presented. Council Member Kusterman seconded the motion. Motion carried: Yeas, 5; Nays none. 85 86 PUBLIC SAFETY DEPARTMENT REPORT 87 88 4A) Consider Resolution No. 15-153, Approving Change Order No. 2, Lino Lakes Fire Station 89 — Fire Station project architect Quinn Hutson explained the change order request to the council. The 90 change order itself is made up of a handfull of minor items that are outlined in the staff report. 2 COUNCIL MINUTES December 28, 2015 APPROVED 91 92 The council noted that items on the plus side of the project (deducts to the cost) were reviewed at the 93 work session. 94 95 Council Member Kusterman moved to approve Resolution No. 15-153 as presented. Motion carried on a voice vote. 97 98 4B) Consider Hiring Paid On -Call Firefighter - Police Chief Swenson requested council 99 authorization to hire Westley Thole. He has passed through the department's thorough and rigorous 100 hiring process and staff is excited to bring him into the city's fire department. 101 102 Council Member Kusterman moved to approve the hiring of Westley Thole as recommended. 103 Council Member Roeser seconded the motion. Motion carried on a voice vote. 104 105 4C) Public Safety Department Update — Police Chief Swenson updated the council: 106 - Personnel, Training and Recruitment — There are currently 39 fully certified firefighters and 107 training for additional positions will begin again in January; there are 14 fire trained staff 108 assigned to Station 1, and 13 assigned to Station 2. 109 - Fire Services — The current status is that Lino Lakes Fire Department staff is responding fully 110 to calls along with Centennial Fire District; as of January 1, Lino Lakes Fire Department will 111 be the primary responder. 112 - Equipment — equipment from the Centennial Fire District will be received in January. 113 - There will be a Meet and Greet at Station 1 to bring together new and old staff. 114 115 PUBLIC SERVICES DEPARTMENT REPORT 116 117 4A) Consider Resolution No. 15-152, Approving Plans and Specifications and Authorizing 118 Advertisement for Bids for Water Tower #1 Reconditioning Project — Public Services Director 119 DeGardner read the staff report outlining the plans and schedule to move forward on a project to 120 recondition the city's Water Tower #1. 121 122 Council Member Rafferty moved to approve Resolution No. 15-152 as presented. Council Member 123 Stoesz seconded the motion. Motion carried on a voice vote. 124 125 6A) Resolution No. 15-155, Accepting Quotes and Awarding the Construction Contract for 126 the 2015 Surface Water Management Project - Community Development Director Grochala 127 reviewed plans to move forward with this annual project. 128 129 Council Member Kusterman moved to approve Resolution No. 15-155 as presented. Council 130 Member Roeser seconded the motion. Motion carried on a voice vote. 131 132 COMMUNITY EVENTS 133 134 Mayor Reinert introduced a representative of the Beyond the Yellow Ribbon Community network and 135 noted that the City is working to become a Yellow Ribbon community. 3 COUNCIL MINUTES December 28, 2015 APPROVED 136 137 The representative explained his involvement with this program that helps communities be their best 138 in terms of providing assistance to military members and their families. He himself served in the 139 military and is well aware of the value of this work. The structure of this in the City is the formation 140 of a steering committee to guide the work with that group reporting to the city council. That steering 141 committee is already functioning and has been active with five meetings already held. There is a 142 Facebook page established, an email address and a link to the group from the City's Public Safety 143 Department web page. He noted the involvement of Anoka County Commissioner Rhonda Sivarjah 144 and her assistance in providing critical links to Anoka County and its services. He encourages 145 anyone in the community who is interested to get involved with the group, including businesses, 146 education and those involved with youth programming They are planning their first veterans' 147 network event, a dinner to be held at St. Joseph's church. 148 149 Mayor Reinert thanked the group and pledged his continued involvement.
