moved its adoption:
CITY OF LINO LAKES
RESOLUTION NO. 94-02
RESOLUTION ADOPTING MUNICIPAL ORGANIZATIONAL CHART DATED JANUARY
1994, AND RELATED REPORTING GUIDELINES:
WHEREAS, the Lino Lakes City Council believes in the empowerment of
their employees and encouraging responsibility for decisions, and
WHEREAS, the Lino Lakes City Council wishes to establish an organizational
structure which clearly defines roles, and outlines responsibilities, and
WHEREAS, the Lino Lakes City Council feels communication will be greatly
enhanced between staff, the City Administrator, and the City Council through the
adoption of monthly and quarterly reporting guidelines, and
WHEREAS, the Lino Lakes City Council desires improved methods of tracking
the progress on projects and assignments.
NOW, THEREFORE BE IT RESOLVED, by the Council of the City of Lino Lakes
that the attached Organizational Chart dated January 1994, and corresponding
Department Head\Division Head Reporting Guidelines be adopted.
Adopted by the City Council of Lino Lakes this 24th day of January, 1994.

The motion for the adoption of the forgoing resolution was duly seconded by Council
Member Neal , and upon vote being taken thereon, the following voted in favor
thereof: Bergeson, Elliott, Kuether, Neal, Reinert.
The following voted against same: None.
Whereupon said resolution was declared duly passed and adopted.

TO: RANDY SCHUMACHER, CITY ADMINISTRATOR

RE: RESPONSIBLITIES OF DEPARTMENT HEADS AND DIVISION HEADS
I have prepared a list of responsibilities that I feel should be required
of our Department and Division Heads. Please review this list and let me know
if you would like anything added or deleated.
DEPARTMENT HEAD
1. Review the division heads within their department twice annually.
2. Maintain the job descriptions of the division heads within their department.
Changes to job descriptions should be directed to the office of the Assistant
to the City Administrator for review and incorporation. Major changes
in work responsibilities that would be akin to a promotion or would require a
job point evaluation will be directed to the Ways and Means Committee.
3. Prepare annual goal statements to include objectives and tasks. These will
be reviewed at a meeting with the City Administrator.
4. Prepare monthly reports of activities for the City Administrator, to include
division reports. This report would be a one page form, and would list
the 5 major activities that took place over the past month.
5. Hold monthly staff meetings with division heads.
6. Attend bi-monthly post -council staff meetings.
7. Present quarterly reports to the City Council (April, July, October, January)
DIVISION HEAD
1. Review staff within the division annually.
2. Maintain job descriptions of staff within the division by reporting
significant job changes to their department head and the Assistant
to the City Administrator's office.
3. Prepare annual goal statements with objectives and tasks.
4. Prepare monthly reports for their department head to include a list
of 5 ongoing projects and status of each

6. Attend bi-monthly post -council staff meetings.
