21 The agenda was approved as presented.

23 SPECIAL PRESENTATION

25 Mayor Reinert presented a plaque to former Planning and Zoning Board Member Michael Hyden,
26 who served the board from August 1, 2001 to December 31, 2015. Mr. Hyden thanked the city and
27 the council for the opportunity to serve and he acknowledged the fine work of city staff, especially
28 Community Development Director Michael Grochala.

32 Council Member Rafferty moved to approve the Consent Agenda, as corrected to indicate that
33 Council Members Manthey and Maher were present at the January 11, 2016 council meeting and that
34 former Council Members Stoesz and Roeser were not present. Council Member Manthey seconded
35 the motion. Motion carried unanimously.

71 4A) Consider Hiring of Paid On -Call Firefighters — Director of Public Safety Swenson
72 recommended that the council approve the hiring of two firefighters, Bruce Lindahl and Jacob Kurtz.
73 The two individuals have passed through the department's thorough review process for candidates.
74 One of these individuals has experience in the field. As was discussed at the work session, one of
75 these individuals is currently renting a residence in Circle Pines but is looking for a home in Lino
76 Lakes; he does fall within the appropriate geographic area.

78 Council Member Maher moved to hire Mr. Lindahl and Mr. Kurtz. Council Member Rafferty
79 seconded the motion. Motion carried on a voice vote.

81 413) Public Safety Department Update — Public Safety Director Swenson offered the following
82 information:
83 - Fire Personnel — With the current hires and considering four individuals currently in the
84 background check stage, there are now fourteen firefighters assigned to Station 1 and thirteen
85 to Station 2.
86 - Centennial Fire District — the city is in the final stages of separating from the fire district;
87 during the month of January there was joint response to calls. The final movement of assets
88 will be occurring this month. There is also an end date the coming Friday when the CFD
89 pagers will no longer go off for calls in Lino Lakes. Lino Lakes Fire Station No. 1 (on Lake
90 Drive) is being resigned and locks changed.

91 Administrator Karlson asked if the council would consider removing the update as a regular council
92 agenda item since the services are now up and running. Mayor Reinert suggested that the council
93 will discuss that change at their next work session.

95 PUBLIC SERVICES DEPARTMENT REPORT

97 5A) Resolution No. 1606, Approving Plans and Specifications and Authorizing
98 Advertisement for Bids for the Lino Lakes Fire Station No. 1 Roof Replacement Project —
99 Community Development Director Grochala reviewed the written report. The council is being
100 requested to approve the plans and specifications and authorize a bid process for this project. The
101 building was constructed in 1991 and the roof has exceeded its planned life. The roof has been
102 examined and it is failing. The project itself is estimated at about $140,000 and funds are available
103 in the budget. He reviewed the proposed schedule for consideration of bids and the project itself.

105 Council Member Manthey confirmed that the project wouldn't interfere with the use of the fire station
106 facility as a polling place for this year's presidential election.

108 Council Member Kusterman confirmed that the bid process will include only consideration of
109 contractors qualified for this type of specialized project.

111 Mayor Reinert asked staff to check on the possibility of reverting to a metal roof that would have a
112 longer life. The council will have more discussion about the type of roof replacement when staff
113 reports on the results of this action.

115 Council Member Kusterman moved to approve Resolution No. 16-06 as presented. Council Member
116 Maher seconded the motion. Motion carried on a voice vote.

118 COMMUNITY DEVELOPMENT DEPARTMENT REPORT

120 6A) Consider Six -Month Employment Extension for Recycling Program Intern — Community
121 Development Director Grochala requested that the council extend the city's employment of Ms.
122 Aubrey Fonfara as a recycling intern. She has done an excellent job. He reminded the council that
123 the position is funded through Anoka County SCORE funds.

125 Council Member Kusterman moved to approve the extension of employment as recommended.
126 Council Member Maher seconded the motion. Motion carried on a voice vote.

128 6B) Resolution No. 16-02, Approving Classification of Tax Forfeited Properties — Community
129 Development Director Grochala explained that Anoka County notified the city of four properties that
130 have gone tax forfeited within the city. Three are located along Lake Drive by 2nd Avenue and the
131 fourth is lake property on Bald Eagle Lake. The city has classification authority on these properties.
132 He is recommending that the three Lake Drive parcels be transferred to the city (they are right/of/way)
133 and that the fourth parcel be held for further information and discussion.

135 Council Member Kusterman moved to approve Resolution No. 16-02, amended to include Lots 15, 16
136 and 17 of Rice Lake Terrace and remove Outlot E, West Oaks. Council Member Rafferty seconded
137 the motion. Motion carried on a voice vote.

139 6C) Resolution No. 16-05, Approving Payment No. 6 and Final payment for the 211t Avenue
140 Extension Project — City Engineer Hankee reviewed the written report. She reviewed the project
141 final cost, coming in about $25,000 under budget.

143 Council Member Kusterman moved to approve Resolution No. 16-05 as presented. Council Member
144 Maher seconded the motion. Motion carried on a voice vote.

152 Council Member Manthey noted the passing of Des Englund who served the communities of Lino
153 Lakes and Centerville for more than twenty years as a firefighter. He'll be dearly missed.

157 SNOW DAY - This is a FREE event that will be held on Saturday, January 30 at Wargo Nature
158 Center from 1:00 p.m. — 4:00 p.m. Ice Fishing, cross country skiing, kicksledding, snowshoeing, etc.

160 SWEETHEART PARTY will be held at Centennial Elementary School on Friday, February 5t1i from
161 6:30 p.m. to 8:00 p.m. The fee is $10.00 per child. There will be music, crafts, refreshments, etc.
