Adjourn DRAFT MINUTES CITY OF LINO LAKES ENVIRONMENTAL BOARD MINUTES 1. CALL TO ORDER AND ROLL CALL: Mr. Heiskary called the Lino Lakes Environmental Board meeting to order at 6:31 p.m. on January 27, 2016. 2. APROVAL OF AGENDA Ms. Bor made a MOTION to approve the agenda. Motion was seconded by Ms. Klebba. Motion carried 6-0. 3. APPROVAL OF MINUTES: December 16, 2015 Ms. Kaufenberg mentioned that her name was missing from the Members Present portion in the December 16. 2015 Minutes. Mr. Sullivan made a MOTION to approve the December 16, 2015 Meeting Minutes with the above change. Motion was seconded by Ms. Andrzejewski. Motion carried 6 - 0. 4. OPEN MIKE Mr.Heiskary declared Open Mike at 6:32 p.m. No one present - closed at 6:33pm 5. ACTION ITEMS A. Northeast Drainage Area Study DATE : January 27, 2016 TIME STARTED : 6:31 P.M. MEMBERS PRESENT : Steve Heiskary, Barbra Bor, Paula Andrzejewski, Liz Kaufenberg, Nancie Klebba, John Sullivan MEMBERS ABSENT : Alex Schwartz STAFF PRESENT : Marty Asleson, Aubrey Fonfara, Michael Grochala, Diane Hankee Environmental Board January 27, 2016 Page 2 DRAFT MINUTES Katy Thompson from WSB & Associates presented the NorthEast Draingage Area Study. The surface water in the Northeast area of Lino Lakes is landlocked inhibiting site improvements within this area. The NE Area Drainage feasibility study models the drainage for 1400+ acres of land on the east and west sides of I-35E and north of Main Street. The preferred alternative includes a new outlet to Peltier Lake, a new culvert crossing under I-35E (replacing the 8” & 12” drain tiles), storm sewer along the proposed Otter Lake Trail extension and regional ponding facilities to detain peak storm flows to prevent increasing the flood levels on Peltier Lake. The draft feasibility study has been completed and is currently under review by City Staff. Ms. Bor stated that the information presented to the Enviromental Board should have information on the quality of the water that will be flowing into Peliter Lake. Also will the ditches be open or closed. Ms. Thompson stated that they will work with the developers but the city does perfer open ditches. Also have both automaticed and manually gates to control the flow of water. Mr. Heiskary mentioned that water load would be greater moving more water efficenty through the system that as of right now is insuffient. Without some numbers the water quality is hard to see. Ms. Bor stated that she wonder what funds will be used for this work, is it City, County, or Rice Creek Watershed. Mr. Grochala said still working on the funding of this project but typically the funds would come out of the storm water management fund. It is a development driven fund. The city currently charges a fee per square foot to the developer . A portion of this fee would be going into the surface water management fund and City trunk water system fund. Ms.Bor suggested that the Environmental Board be invited to the next meeting on this development for informational purpose. Mr. Sullivan mentioned that this was a non-action item and can see no problems with this item. No vote was taken, it was informational only. The board also voiced that more information is needed about this project. Environmental Board January 27, 2016 Page 3 DRAFT MINUTES B. Mattamy Storm Water Reuse and Irrigation System Erin Heydinger from WSB presented the fesaibiltiy study for stormwater reuse in the proposed 400 acre residentail Mattamy Homes Development. The option that is recommended includes irrigation of townhomes, park and public spaces. Funding for the project is proposed through development fees generated from surface water management fees and City trunk water system funds. This would be using storm water to irrigate not ground water. It is estimated that 40% of the City’s water goes towards irrigation. The North and East Metro Groundwater Management District is asking all city’s in the northeast metro to try and reduce their water usage by 17% and the DNR is looking into giving the citys some kind of credit if they go beyond this using water conservation initiatives. Ms. Bor would like to look over this information and any questions from the board should be directed to Mr. Goncela. C. Environmental Board Goals 2016 and 20/20 Environmental Statements Mr. Asleson presented the goals for the 2016 and if approved he will let the Environmental Board know when it will be presented to the City Council so that the board can attend that meeting. Mr. Sullivan questioned which business would be mandated to recycle. Ms. Fonfara said that most if not all business in Lino Lakes will be recycling. Ms. Bor MOTIONED to accept the boards goals. Motioned was seconded by Ms. Andrzejewski. Motioned carried 6 – 0. 6. DISCUSSION ITEMS A. YouTube Use for Public Relations Not discussed. Mr. Schwartz was absent. B. Rookery – Task Force Update/Camera Surveillance Mr. Asleson is looking into a grant for cameras to observe the rookery. He is in the first steps of looking into grants and qualifications. Ms. Bor and Ms. Klebba both would like to go out and flash the trees again. So lets pick a day to go out and flash the trees. Environmental Board January 27, 2016 Page 4 DRAFT MINUTES Mr. Asleson said there is money to buy flashing for the trees. The day to visit the island has to before March 17 and when the soil is not soft. Ms. Kaufenberg would like to know more of the history of the rookery. She was directed towards the rookery website. Mr.Heiskary said no vote needed but lets pick a date and inform the board to get everyone out to help. C. Recycling Updates In addition to Bridging we will also be working with St. Vincent De Paul to maximize our resue of furniture in good condition. Ms. Fonfara mentioned the prices for recycling will be going up and the new prices will be advertized. Before the meeting tonight the awards were given out to the winners of the Art and Essay contest. D. EAB Update Mr. Asleson mentioned that Lino Lakes is surronded by Emerald Ash Borer . Shoreview is using an arbor jet injection. The City has removed and replaces ash trees in some neighborhood boulevards and would like to see that in 2017 the budget be increased. Mr. Asleson would like to present the findings to the city council. 7. ADJOURNMENT Ms. Andrzejewski made a MOTION to adjourn the meeting at 7:52 p.m. Motion was seconded by Ms. Kaufenberg and Ms. Klebba. Motion carried 6 – 0. Respectfully submitted, Mary Fogarty Office Tech 1 ENVIRONMENTAL BOARD AGENDA ITEM 5A STAFF ORIGINATOR: Marty Asleson, Environmental Coordinator MEETING DATE: February 24, 2016 REQUEST: Rice Lake Elementary Addition-575 Birch Street/Conditional Use Permit/Site Plan Review APPLICANT: Centennial School District #12 4707 North Road Circle Pines, MN. 55014 OWNER: Same BACKGROUND Rice Lake Elementary School is proposing a 17,064 square foot addition on the southeast corner of the existing building for early childhood education. The school currently houses early childhood family education and early childhood special education; however, they are in need of additional space. The property address is 575 Birch Street. See Overall Site Plan attachment. The Environmental Board reviewed the site plan for Rice Lake Elementary when the school was built. This environmental review is a quick look at a 1700 foot addition on the SW side of the building for Early Childhood Education, as it relates to specific site construction, and landscape issues. ANALYSIS The property is currently zoned PSP, Public and Semi-Public and allows for schools (public and private) with a conditional use permit. Any change involving a structural enlargement of the facility requires an amendment to the conditional use permit. The school is considered to have an existing conditional use permit because it was constructed prior to the ordinance update in July 1997. The property to the north is zoned PSP, Public and Semi-Public and is guided for park and open space. The property is part of the Anoka County Rice Creek Chain of Lakes Park Reserve. The properties to the west, east and south are zoned and guided for single family residential development. Single family homes exist in the surrounding neighborhood. 2 Since the proposed addition is simply adding on to an existing building, and it is preexisting CUP, it maintains the performance standards for Natural Resources Management System Plan as it existed in 1997. There are exceptions. New surface water management rules require providing treatment for the 1.1 inch rainfall event on impervious surfaces. Maintenance agreements for surface water pond/infiltration areas constructed, and tree replacement requirements. The School is proposing to provide treatment for surface water by expanding the rain garden area to the west. An attached Landscape Plan show the location and planting design for this rain garden expansion. The school is proposing to remove 7 existing trees. See Demolition Plan attachment. The school district is proposing to sod pervious areas around the new addition (Landscape Plan). Site-Plan/Landscaping The detail sheets for the proposed school addition show the following: 1. Sod is proposed for the pervious area groundcover around the building. Recommendation; the sod area must be irrigated. 2. There are 7 trees proposed for removal. Recommendation; replace these trees with a species of tree acceptable to the city. Suggested new tree planting site in the green area to the South and East of the site. 3. Planting materials proposed for the expanded infiltration pond are appropriate for the site. Recommendation; approve planting plan for the pond with Environmental Board changes if desired. Surface Water Recommendation; A joint stormwater maintenance agreement must be executed by the Rice Creek Watershed and the City of Lino Lakes for the rain garden/infiltration pond. Informational signage should be provided around the pond. Erosion control Recommendation; A stormwater management plan must be submitted and accepted by the city. Particular attention should be paid to preventing construction site pollution of Rice Lake. Lighting The Environmental Board has consistently recommended conformance to the minimum standards for light intensity, no-glare, downward focused lighting for sites. In particular, this was an Environmental Board recommendation in the 1997 plan for Rice Lake 3 Elementary. The attached Lighting Plan demonstrates the type of lighting you have recommended, as well as no-spill on to adjacent properties. RECOMMENDATION Staff recommends approval of the CUP site plan with staff and Environmental Board recommendations. ATTACHMENTS 1. Overall Site Plan 2. Landscape Plan 3. Demolition Plan 4.
