RESOLUTION NO. 15-136
AUTHORIZING PUBLIC SAFETY DIRECTOR TO IMPLEMENT
TRANSITION PLAN FOR FIRE SERVICES
WHEREAS, the Lino Lakes Public Safety Fire Division will become the primary agency for fire
calls for services within the City of Lino Lakes on January 1, 2016; and
WHEREAS, Centennial Fire District Chief Harlan Lundstrom and Lino Lakes Public Safety
Director John Swenson have met to discuss and plan for the transition of fire services in the City
of Lino Lakes; and
WHEREAS, it is in the best interest of the Centennial Fire District (CFD) member cities, which
includes Lino Lakes, Centerville, and Circle Pines, that any decisions regarding this transition be
left to the public safety professionals; and
WHEREAS, Chief Lundstrom and Public Safety Director Swenson have created a timeline in
the months of December 2015 and January 2016 for the transition of fire services and presented
it to the CFD Operations Committee, which they approved on November 9, 2015.
NOW, THEREFORE BE IT RESOLVED that the City Council of the City of Lino Lakes does
hereby authorize the Public Safety Director to implement a transition plan for fire services in
Lino Lakes.
Adopted by the Council of the City of Lino Lakes this 23`d day of November 2015.
The motion for the adoption of the foregoing resolution was introduced by Council Member
Kustprman and was duly seconded by Council Member Roeser and upon
vote being taken thereon, the following voted in favor thereof:
Kusterman, Roeser, Rafferty, Stoesz, Reinert

INTRODUCTION
The City Council is being asked to approve a resolution authorizing Public Safety Director
John Swenson to implement a transition plan for fire services in Lino Lakes.
BACKGROUND
The City of Lino Lakes Public Safety Fire Division will become the primary agency for fire
services in the City of Lino Lakes on January 1, 2016. Centennial Fire Chief Harlan
Lundstrom and Director Swenson met several times and produced a plan for the transition of
fire services in Lino Lakes.
Chief Lundstrom and Director Swenson presented the plan to the Fire Operations Committee
on November 9th. There was unanimous agreement that any decision regarding the transition
plan was best left to the public safety professionals.
The transition plan lays out a timeline beginning in December. In order to ensure Lino Lakes
personnel are familiar and well -practiced in response protocols, Lino Lakes will begin
responding to fire calls in a non -primary role. Lino Lakes will be the primary responder on
January 1, 2016, with CFD continuing to respond in an auto aid capacity until January 29,
2016. During this period, staff will be able to inventory the equipment and prepare for the
distribution of assets prior to January 30, 2016.
RECOMMENDATION
Approve Resolution No. 15-136, authorizing Public Safety Director to implement transition
plan for fire services.
