City Council <br />Date: 5-5-09 <br />CONSENT <br />Item: <br />Motion <br />ITEM: Northern Natural Gas Multiple Line Rights and Temporary Work Space <br />Easements <br />SUBMITTED BY: Jack Griffin, City Engineer <br />REVIEWED BY: Ryan Stempski, Assistant City Engineer <br />Craig Dawson, Interim City Administrator <br />Tom Bouthilet, Finance Director <br />SUMMARY AND ACTION REQUESTED: The City Council is being asked to grant the Multiple <br />Line Rights and Temporary Work Space Easements on the impacted City property for the <br />construction of a 30" gas line by Northern Natural Gas. By Statute, the City Council must <br />approve such an affect on its property. <br />Five City -owned parcels will be impacted during the construction of an additional 30" Northern <br />Natural Gas Line. Per the existing easement agreement between the City of Lake Elmo and <br />Northern Natural Gas. the City must be compensated for the placement of an additional pipe <br />within the existing easement area. Additionally, the City of Lake Elmo is owed fair compensation <br />for temporary work space utilized during construction of the additional gas line. The City <br />Administrator worked with the City Assessor to verify fair compensation amounts were offered per <br />property. The compensation amounts and easement exhibits of the affected City parcels are <br />attached. <br />The Right -of -Way Permit will be completed administratively in accordance with City Ordinance. <br />ADDITIONAL INFORMATION: <br />If any 'trees are required to be removed in the Temporary Workspace areas due to safe <br />installation of the pipe, the City will receive compensation to replace the trees per the attached <br />Tree Value Schedule, prepared by the City Forester. Trees will be marked and inspected by the <br />City Forester prior to removal. <br />BACKGROUND INFORMATION: <br />The project consists of approximately 6 miles of 30" diameter steel pipe. The project extends <br />from just north of Hudson Boulevard to the north side of T.H. 36 between Lake Elmo Avenue and <br />Manning Avenue. Please refer to attached Northern Natural Gas drawing of the project location. <br />RECOMMENDATION: <br />It is recommended that the Council grant the Multiple Line Rights and Temporary Work Space <br />Easements with Northern Natural Gas. <br />SUGGESTED MOTION FOR CONSIDERATION. - <br />Move to grant the Multiple Line Rights and Temporary Work Space Easements for the Northern <br />Natural Gas Pipeline Project. <br />ATTACHMENTS: <br />1.
