Village area updates (which can be processed, if needed, at a later date) and reducing the amount of time <br />that would be spent on the transportation plan. <br />Other relevant information: <br />• Since the Council has spent time during several workshops over the past several months <br />reviewing each of the separate plan elements, a written summary and description of each section <br />is not being provided with this memorandum. The City Engineer has instead prepared a brief <br />report for the Transportation, Surface Water Management, and Water Supply sections that <br />summarizes the changes to the documents that have been made during the review of the plan <br />amendments. <br />• The Planning Commission has conducted the required public hearing for each of the revised <br />sections, and the City Engineer or Planning Department has incorporated comments from the <br />Commission into the final documents. <br />• The goal of proposed updates is to complete the minimal requirements of the Metropolitan <br />Council's System Statements (and watershed districts for the water resources plans) to comply <br />with the given deadlines. All plans will be completed on the basis of the current land use plan <br />adopted in 2006. <br />• The City is required to submit its Comprehensive Plan amendment to adjacent communities for <br />review. Each community is given six months to review the document, which means these <br />reviews must be completed by November 2009. <br />• Once any comments from the Metropolitan Council and adjacent communities are addressed, the <br />City must take separate action to formally revise and adopt the plan. The overall process must <br />be completed by the end of December 2009. <br />• Once authorized for distribution, staff will combine the separate sections into one document with <br />a cover page and common section title pages for each chapter. The Parks and Open Space Plan <br />and Special Protection Areas sections need updated title pages. <br />COMP PLAN DOCUMENT: <br />In order to minimize the amount of copying required to present the completed plan to the City Council, <br />staff has provided an electronic version of the entire Comprehensive Plan update to the Council on a CD- <br />ROM. All updated sections will be combined into one document in the final version that will be submitted <br />to the Metropolitan Council. <br />RECOMMENDATION: <br />Staff recommends that the City Council approve distribution of the 2030 Comprehensive Plan <br />Update to the Metropolitan Council and adjacent communities for review. <br />ATTACHMENTS: <br />1.
