• Approve Resolution No. 2008-016 approving disbursements in the amount of <br />$65,279.09 <br /> <br />• Approve Resolution No. 2008-017 granting a side yard setback and structure <br />setback variance to allow the placement of a new on-site septic system for Phil <br />and Michele Eason at 7934 Hill Trail North – R1 Zoning – PID 05-029-21-44- <br />0028 <br /> <br />Consider a resolution of support for HF3997 and SF 3703 concerning solid waste landfill <br />being sited in high risk areas; Resolution No. 2008-019 <br /> <br />City Administrator Hoyt provided a resolution supporting legislation sponsored in the <br />House by Representative Bunn, HF3997, and in the Senate by Senator Saltzman, SF3707 <br />that prohibits citing new landfills in areas with high risk for groundwater contamination. <br />This would directly impact the proposed location of the Excel Energy Fly Ash facility in <br />West Lakeland. <br /> <br />MOTION: Council Member DeLapp moved to approve Resolution No. 2008-019 <br />supporting HF 3997 and SF 3703 concerning solid waste landfill being sited in high risk <br />areas. Council Member Park seconded the motion. The motion passed unanimously. <br /> <br />REGULAR AGENDA: <br /> <br />Consider and select the development scenarios for the Village AUAR and order the <br />AUAR, Resolution No. 2008-018 <br /> <br />Mayor Johnston introduced the item. <br /> <br />Administrator Hoyt presented the Village planning process and a draft timeline for the <br />village project. She explained that the cost of the AUAR of $219,250 would be <br />reimbursed through fees to developers. She explained that if the City Council approved <br />additional scenarios beyond the original AUAR proposal’s budget ($11,720 per scenario) <br />that the City’s 2008 CIP included $50,000 for Village project costs. <br /> <br />Ciara Schlichting, Bonestsroo, presented the proposed Village Master plan development <br />scenarios and the comprehensive plan scenario and explained the Alternative Urban <br />Areawide Review (AUAR) environmental process for the City Council. She explained <br />that the AUAR did not identify a preferred development scenario and did not include <br />financial information. Her presentation included information on the AUAR Advisory <br />Panel input and public comment. Ms. Schlichting suggested a December, 2008 <br />completion date for this process. <br /> <br />The Mayor and Council Members asked questions of the presenters. <br /> <br />Members of the public asked questions and commented on the three development <br />scenarios and the comprehensive plan scenario. <br />LAKE ELMO CITY COUNCIL MINUTES APRIL 1, 2008 2
