Wcaummuslamm= <br />N <br />• <br />rail <br />A RESOLUTION SUPPORTM A REQUEST BY THE MINNESOTA BOAT CLUB <br />TO HOST THE 114th NORTA WESTERN INTERNATIONAL ROWING <br />ASSOCIATION CHAMPIONSHIP REGATTA ON LAKE ELMO ON AUGUST I I <br />AND I �, 2017. <br />WHEREAS, the Minnesota Boat Club is seeking support from the City of Lake Elmo <br />to host the 114th Annual Northwestern International Rowing Association (NWIRA) <br />Championship Regatta on Lake Elmo from August 11 through August 12, 2017; and <br />WHEREAS, Lake Elmo's namesake lake has been chosen as the site for the two- <br />day championship rowing competition; <br />WHEREAS, Lake Elmo fully supports the efforts of the Minnesota Boat Club and <br />welcomes the opportunity to be a host city to this international event for the third time in its <br />history. <br />NOW, THEREFORE, based on the testimony elicited and information received, the <br />City Council makes the following: <br />1. That the Minnesota Boat Club will need to obtain a Water Surface Use Permit from the <br />Washington County Sheriffs Office in order to conduct a Regatta on the waters of Lake <br />Elmo. <br />2. That the application for water surface use will include the following components: <br />a. The Minnesota Boat Club wilt receive the sanctioning of the US Rowing Association, <br />the sport's national governing body to host the regatta, and will need to demonstrate <br />adequate insurance to cover the standard liability issues as part of the permit request. <br />3. During the rowing competition on Lake Elmo, the Minnesota Boat Club has requested that <br />residential boat traffic follow the No Wake rule. The dates and times are as follows: August <br />9 - 10 from 7 AM to 7 PM for event set up, and August 11 - 12 from 7 AM to 7 PM. <br />4. The City Council defers to the Washington County Sheriff for the placement of any and all <br />buoys, floating starting platforins, and pontoon boats in the water as part of approval of the <br />Water Surface Use Permit, <br />5. Upon event approval by the Washington County Sheriff, enforcement of Lake Elmo City <br />Code Chapter 97, and all other laws and regulations, is assigned to the Washington County <br />Sheriff's Department pursuant to City Code § 97.24. <br />0 <br />
