This omission was material because the School District was relying <br />on it to convince the City to approve their use of the Property, which was in <br />conflict with the clear dictates of the CUP conditions. Furthermore, the <br />School District suggested that "[t]he temporary septic services will not be <br />detrimental to or endanger the public, health, safety, or general welfare." <br />The purpose of permitting and approval by Washington County, the entity <br />with expertise on this subject, is to ensure adequate safety for employees of <br />the School District and the public at large. <br />ix. The City finds that this knowingly false statement and material <br />omission were related to the approval, i.e. the CUP. <br />F.
