LAKE ELMO CITY COUNCIL MINUTES <br />FEBRUARY 4, 2020 <br />Councilmember Bloyer, seconded by Councilmember Dorschner, moved TO APPROVE THE <br />CONSENT AGENDA AS PRESENTED. Motion passed 5 - 0. <br />ITEM 12: Appointment of Plannin¢ Commission Members <br />Councilmember Dorschner, seconded by Councilmember Nelson, moved TO APPOINT <br />BRANDON MUELLER TO THE PLANNING COMMISSION FOR A TERM ENDING <br />12131122 AND JORDAN GRAENFOR A TERMENDING 12131120. Motion passed 5 — 0. <br />ITEM 13: Applewood Point of Lake Elmo <br />Planning Director Roberts reviewed land use requests from United Properties for the <br />development of a new senior housing cooperative, noting current zoning, proposed zoning snap <br />amendments and site location. <br />Mayor Pearson, seconded by Councilmember McGinn, moved TO TABLE THE CURRENT <br />ITEM UNTIL THE CITY ENGINEER CAN PRO VIDE INFORMA TION RE GARDING <br />THE POTENTIAL IMPACT TO THE CITY'S EXISTING SEWER SYSTEM. Motion <br />passed 5 — 0. <br />ITEM 14: Accept Feasibility Report & Call for the 31't Street/Stillwater Blvd Watermain <br />Extension <br />City Engineer Griffin reviewed the scope of the project, anticipated costs, assessment to <br />individual properties and project schedule. <br />Councilmember Bloyer, seconded by Councilmember Dorschner, moved TO APPROVE <br />RESOLUTIONNO. 2020-015, RECEIVING THE FEASIBILITYREPORTAND CALLING <br />A PUBLIC HEARING FOR THE 31ST STREET & STILL WATER BLVD WATERMAIN <br />IMPROVEMENTS.. Motion passed 5 — 0. <br />ITEM 15: MPCA Grant Agreement for Watermain Extension to Hamlet on Sunfish Lake <br />Elmo <br />City Administrator Handt presented an overview of the grant agreement between the City and the <br />MPCA'to reimburse the City up to $2,712,200 for providing City water service to 41 residential <br />properties in the Hamlet on Sunfish Lake neighborhood. <br />Councilmember Bloyer, seconded by Councilmember Dorschner, moved TO APPROVE THE <br />HAMLET ONSUNFISHLAKE GRANTAGREEMENT #165904 WITHMPCA.
