LAKE ELMO CITY COUNCIL MINUTES <br />APRIL 21, 2020 <br />Attorney Jared Shepherd of Hoff Barry, P.A. introduced the item on behalf of the City and <br />Planning Director Roberts reviewed the background of the CUP for the school district bus <br />facility. Building Official Scott Qualle commented on the status of permits issued for the site. <br />Attorney Kori Land spoke on behalf of the Stillwater School District, presenting information to <br />support the district's request to continue operation of the bus facility. <br />Mayor Pearson, seconded by Councilmember Nelson, moved TO OPEN THE PUBLIC <br />HEARING. Motion passed 5 — 0. <br />James Franklin, 642 Midwest Trail Place N., West Lakeland, spoke in favor of the school district <br />continuing use of the property as a bus terminal. <br />Denise Stephens, 11144 6"' Street Circle N., spoke in support of the school district's request to <br />continue use of the bus facility. <br />Paula O'Laughlin spoke in support of the school district's request to continue use of the bus <br />facility. <br />Susan Dunn, 11018 Upper 33'd Street N., submitted written comments supporting the school <br />district's continued use of the bus facility. <br />Mayor Pearson, seconded by Councilmember Bloyer, moved TO CLOSE THE PUBLIC <br />HEARING. Motion passed 5 — 0. <br />Councilmember Nelson, seconded by Councilmember Dorschner, moved TO DIRECT STAFF <br />TO PREPARE RESOLUTIONS SUPPORTING REVOCATION OF THE CUP AND <br />DENYING REVOCATION OF THE CUP FOR DISCUSSION AT THE NEXT COUNCIL <br />MEETING. Motion failed 2 — 3. (Pearson, Bloyer, McGinn — nay) <br />Mayor Pearson, seconded by Councilmember Bloyer, moved TO DIRECT STAFF TO <br />PREPARE RESOL UTION SUPPORTING REVOCATION OF THE CUP FOR <br />DISCUSSIONAT THE NEXT COUNCIL MEETING. Motion passed 4 —1. (Nelson — nay) <br />ITEM 8: Receive Bids & Consider Rejecting All Bids or Call for Improvement and Final <br />Assessment Hearing for Heritage Farms Street and Sanitary Sewer Improvements <br />City Engineer Griffin presented an overview of the proposed project and commented that bids <br />received were higher than anticipated, noting that the City could anticipate lower bids due to <br />market conditions if the project were rebid. <br />Councilmember Dorschner, seconded by Councilmember McGinn, moved TOAPPROVE <br />RESOL UTION 2020-041 RECEIVING AND REJECTING ALL BIDS FOR THE <br />t HERITAGEFARMS STREETANDUTILILTYIMPR0VEMENTSAND AUTHORIZE <br />Page 2 of 3 <br />
