LAKE ELMO CITY COUNCIL MINUTES <br />JULY 7, 2020 <br />Councilmember Dorschner, seconded by Councilmember McGinn, moved TO APPROVE <br />RESOLUTIONNO. 2020-070, ACCEPTING BIDSAND AWARDINGA CONTRACT TO A- <br />I EXCAVATING, INC. IN THE BASE BID AMOUNT OF $167,247.00 FOR THE HAMLET <br />ON SUNFISHLAKE SANITARYSEWER EXTENSION. Motion passed 4 — 0. <br />ITEM 14: Bruggeman Open Space PUD Concept Plan Review (2500 Manning Avenue <br />North <br />Planning Director Roberts reviewed the proposal for an open space development of 14 single <br />family home lots. Tim Freeman of Folz Freeman Surveying spoke on behalf of the applicant and <br />requested several changes to the proposed conditions of approval. <br />Council directed staff to revise the proposed resolution and bring the item back for consideration <br />at the next Council meeting. <br />ITEM 15: No Wake on Lake Elmo <br />Councilmember Dorschner explained the current conditions on Lake Elmo due to high water <br />levels and property damage done boat wakes during high water conditions. Councilmember <br />Dorschner proposed a resolution imposing a no wake rule on Lake Elmo. <br />Councilmember Bloyer, seconded by Councilmember Nelson, moved TO DENY THE <br />PROPOSED NO WAKE RESOLUTION. Motion passed 3 — 2. (Dorschner, McGinn —nay) <br />ITEM 7: Approve Property Maintenance Code Update <br />Discussion held regarding the proposed update. Councilmembers requested further staff review <br />to ensure the language is clear and enforceable. <br />COUNCIL REPORTS <br />Mayor Pearson: Received many calls regarding water issues. <br />Councilmember Bloyer: Thanked sheriff and fire department staff for participating in a recent <br />community event. <br />Councilmember Dorschner: Reported on the 41h of July parade and calls received regarding <br />flooding. <br />Councilmember McGinn: Reported on progress of the Kwik Trip under construction at Inwood <br />Avenue & 10"' Street. <br />Page 3 of 4 <br />
