LAKE ELMO CITY COUNCIL MINUTES <br />September 15, 2020 <br />13. Approve Change Order No. 1 for the 31" Street -Stillwater Blvd Watermain <br />Improvements. <br />14. Approve Pay Request No. 1 for the Hamlet on Sunfish Lake Sanitary Sewer <br />Extension. <br />Councilmemberporschner, seconded by Councilmember McGinn, moved TO APPROVE THE <br />CONSENTAGENDA AS PRESENTED. Motion passed 5-0. <br />ITEM 15: Preliminary 2021 General Fund and Annual Budget, Tax Levy & Public Hearing <br />Date <br />City Administrator Handt reviewed changes made to the draft 2021 budget per Council direction <br />at the August 25, 2020 worksession. Administrator Handt also reviewed highlights of the 2021 <br />General Fund operating budget and anticipated fiscal impacts. <br />Councilmember Bloyer, seconded by Councilmember Nelson, MOVED TO APPROVE <br />RESOLUTION 2020-81, APPROVING THE 2021 PRELIMINARY GENERAL FUND <br />BUDGET, 2021 PRELIMINARYPROPERTYTAXLEVY, AND SETTING A PUBLIC <br />HEARING DATE FOR THE 2021 BUDGET AND PROPERTY TAX LEVY FOR <br />TUESDAY, DECEMBER 1, 2020 AT 7.00 P.M. Motion passed 4 —1. (McGinn — nay) <br />ITEM 16: Special Meeting to Canvass Election Results <br />City Clerk Johnson explained that Washington County would not have an abstract available for <br />the City's Canvassing Board until the morning of November 12, 2020 and the City must canvass <br />the results by the end of the day on November 13, 2020. <br />Councilmemberporschner, seconded by Councilmember Nelson, moved TOSCHEDULE A <br />SPECIAL MEETING OF THE CANVASSING BOARD FOR NOVEMBER 12, 2 02 0 AT 6:30 <br />P.M. Motion passed 4 —1. (Bloyer — nay) <br />ITEM 17: Variance Amendment Request — 8950 Lake Jane Trail <br />City Planner Prchal presented the request from the property owners at 8950 Lake Jane Trail to <br />remove certain conditions of approval and a restrictive covenant that applies to their property and <br />allow them to maintain and improve vegetation on their lot. <br />Councilmember Bloyer, seconded by Mayor Pearson, moved TO DIRECT STAFF TO PREPARE <br />A RESOLUTIONAPPROVING THE VARIANCE AMENDMENT REQUEST TO BRING BACK TO <br />THE NEXT CITY COUNCIL MEETING FOR APPROVAL. Motion passed 5 — 0. <br />ITEM 18: Kiosk Sign Replacement — Sunfish Lake Park <br />Public Works Director Powers reviewed suggested signage for Sunfish Lake Park depicting trail <br />locations in the park.
