LAKE ELMO CITY COUNCIL MINUTES <br />October 6, 2020 <br />Primary motion passed 4 — 0. <br />ITEM 22: Four Corners 1st Addition DeVelOpment Agreement Amendment 1 <br />City Administrator Handt provided an update on the project and an overview of the proposed <br />amendments to the Development Agreement. <br />Councilmember Bloyer, seconded by Councilmember McGinn, moved TO APPROVE THE <br />FIRST AMENDMENT TO THE DEVELOPMENT AGREEMENT FOR FOUR CORNERS <br />1STADDITIONDATED OCTOBER 22, 2018. Motion passed 4 — 0. <br />ITEM 23: Goldridge Group PUD Concept Plan Approval (Hudson Boulevard and Julie <br />Avenue <br />Planning Director Roberts reviewed the proposal for a planned unit development of three <br />apartment buildings and a daycare center on a 14.15 acre parcel. Brad Coates spoke on behalf of <br />the Goldridge Group, reviewing the proposed development. <br />Mayor Pearson, seconded by Councilmember McGinn, moved TOADOPTRESOLUTION2020 <br />— 087APPROVING PUD CONCEPT PLAN (DATED 9-29-2020) AS REQUESTED BYBRAD <br />COATS OF THE GOLDRIDGE GROUP FOR THE MIXED USE DEVELOPMENT <br />PROPOSED FOR PID # 34.029.21.34.0012 (THE PROPERTY LOCATED AT THE <br />INTERSECTION OF HUDSON BOULEVARD AND JULIA AVENUE), SUBJECT TO <br />RECOMMENDED CONDITIONS OF APPROVAL AS OUTLINED IN THE STAFF <br />REPORT. Motion passed 4 — 0. <br />ITEM 24: Authorize Feasibility Study and Topographic Survey for Tamarack Farms <br />Estates Street Improvements <br />City Engineer Griffin provided an overview of the proposed project. <br />Councilmember Dorschner, seconded by Councilmember Bloyer, moved TO APPROVE <br />RESOLUTION NO. 2020-088, ORDERING PREPARATION OF A FEASIBILITY REPORT <br />TO BE COMPLETED BY FOCUS ENGINEERING IN THE NOT TO EXCEED AMOUNT <br />OF $10,700AND TOPOGRAPHIC SUR VEYB Y TKDA IN THE NOT TO EXCEED AMOUNT <br />OF $7,900 FOR THE TAMARACK FARM ESTATE STREET IMPROVEMENTS.
