Motion passed 5 - 0. ITEM 11: Public Improvement Hearing. Public Improvement Hearing. Council Orders the Improvement; accepts Bids and awards Contract with Change Order No. 1 for the Old Village Phase 5 Street and Utility Improvements City Engineer Griffin presented an update on each project area and reported questions were raised at neighborhood meetings related to bids and assessment amounts. Discussion was held concerning street widths and parking standards. <br /> <br />Councilmember McGinn, seconded by Councilmember Beckstrom, moved TO OPEN THE <br />PUBLIC HEARING. Motion passed 5 – 0. Mayor Cadenhead summarized written comments received: <br /> Susan Lang, 3405 Lake Elmo Avenue, emailed comments expressing concern about impacts to her property including loss of a large tree. Brett Emmons, 3280 Klondike Avenue, emailed questions and concerns regarding the <br />communication process with the public, costs and financing, and loss of large trees. Ed Gorman, Gorman’s Restaurant, 11011 Stillwater Blvd., emailed comments on the SAC determination for his property. <br />Catherine Lacher, 10917 32nd St. N., emailed a petition signed by residents on 32nd Street regarding parking. Elizabeth Neihaus, 2945 Lake Elmo Avenue, emailed comments opposing assessments on two of her properties. <br /> Paul Novak, 3413 Lake Elmo Ave., emailed comments opposing assessments on three of his properties. Councilmember Dorschner, seconded by Councilmember Holtz, moved TO CLOSE THE PUBLIC HEARING. Motion passed 5 – 0. <br /> <br />Councilmember McGinn, seconded by Councilmember Holtz, moved TO AUTHORIZE THE CITY ADMINISTRATOR TO ENTER INTO A MATERIAL TESTING CONTRACT FOR PROJECT CONSTRUCTION SERVICES IN THE NOT-TO-EXCEED AMOUNT OF <br />$67,600 WITH AET AND A CONSTRUCTION SERVICES CONTRACT WITH SEH IN <br />THE AMOUNT OF $581,000 FOR THE OLD VILLAGE PHASE 5 AND 6 STREET, DRAINAGE AND UTILITY IMPROVEMENTS. Motion passed 5 – 0.
