7. Open Space and Parkland Adjustments <br />a. Open Space <br />i. The total preserved open space area within an open space planned unit <br />development shall be no less than 50% of the total gross land area, as defined <br />by § 11.01. If this threshold is not achieved after following the first six steps <br />of lot design, the proposed lot areas will need to be adjusted or lots eliminated <br />until this requirement is met. <br />ii. Land needed for storm water facilities as required by other provisions of the <br />Lake Elmo City Code may count towards required open space for the <br />purposes of Open Space PUD design, but must ultimately be placed in <br />Ooutlots to be dedicated to the City. <br />W. Excluding land needed for compliant storm water facilities, not less than 60% <br />of the remaining preserved open space shall be in contiguous parcels which <br />are five (5) acres or more in size. <br />iv. Preserved open space parcels shall be contiguous with preserved open space <br />or public park land on adjacent parcels. <br />b. Parkand <br />i. Parks and recreational facilities shall be provided in the Open Space PUD (or <br />cash -in -lieu contributions must be made) in addition to preserved open space <br />as specified in the Lake Elmo Parks Plan. <br />ii. Determination of whether a land dedication or cash -in -lieu dedioafion <br />contribution will be required to fulfill parkland requirements will be at the <br />discretion of the City Council after it receives a recommendation from the <br />City Parks Commission. with dire^tio to be pr-evided as a eeWonent fPUD <br />Sketeh Plan review. If a required parkland dedication causes overall open <br />space to drop below the minimum threshold, the proposed lot areas will need <br />to be adjusted or lots eliminated until the open space requirement is once <br />again met. <br />iii. Any park dedication shall be consistent with the dedication and fee -in -lieu <br />standards specified in Chapter 153. <br />§ 154.658 OPEN SPACE PUD DEVELOPMENT STANDARDS. <br />Open space PUDs shall comply with all of the following development standards unless <br />modifications are authorized for consideration by the City Council via a super -majority vote atthe <br />time of PUD Sket..h Plan i:cwiAuthorization of such ,,,o if;e tions resulting from ..
