KEY TERMS OF NEW FRANCHISE: DARK FIBER I‐NET CHANGESThe 621 Order dramatically changed the economics for franchising authorities (including member cities) of continuing to use I‐Nets, by giving cable companies the ability to offset the fair market value of I‐Nets against franchise fee payments.In Exhibit G, paragraph (e), Comcast is agreeing to continue to make those dark fiber connections that are now available to the Commission and its member cities, and to repair and maintain those connections’ fiber.For the next 24 months there will be no charge for the connectionsAfter the next 24 months, Comcast will charge $330 per site per monthThe Commission and any member city may:Terminate their use of the dark fiber at any time, or Enter into a different arrangement for dark fiber or for managed services.
