CITY OF LADE ELMO <br />WASHINGTON COUNTY <br />STATE OF MINNESOTA <br />RESOLUTION NO. 2022-102 <br />RESOL UTION APPRO VING THE UNITED PROPERTIES REQUESTS FOR AMENDMENT TO <br />THE CITY OF LAKE ELMO COMPREHENSIVE PLAN FROMMU-BP (MIXED USE <br />BUSINESS PARK) TO HDR (HIGH DENSITY RESIDENTIAL) AND AN AMENDMENT A <br />PRELIMINAR Y PLA T AND PUD PLAN FOR PROPERTY FOR AMIRA LAKE ELMO TO BE <br />LOCATED ON THE CORNER OF HUDSON BOULEVARD AND EAGLE POINT <br />BOULEVARD. <br />WHEREAS, the City of Lake Elmo is a municipal corporation organized and existing <br />under the laws of the State of Minnesota; and <br />WHEREAS, the City of Lake Elmo has established a Comprehensive Plan that includes <br />background data, policy statements, standards, and maps that help to guide the future physical, <br />social, and economic development of the City; and <br />WHEREAS, the City of Lake Elmo approved a Comprehensive Plan Amendment from <br />BP to MU -BP, a zoning map amendment, an Eagle Pointe PUD amendment, and a preliminary <br />plat and PUD plan for a 103 unit multi -family residential development on April 7, 2020; and <br />WHEREAS, in 2022, the applicant increased the proposed number of units to 146 multi- <br />family units; and <br />WHEREAS, the increased residential unit count requires a Comprehensive Plan <br />amendment, a preliminary PUD and Plat amendment, and zoning map amendment; and <br />WHEREAS, the public notice has been published, mailed and posted pursuant to the Lake <br />Elmo Zoning Ordinance, Section 154.109, and MN State Statute 473.858; and <br />WHEREAS, the Lake Elmo Planning Commission held a public hearing about the <br />proposed amendments on October 12, 2022; and <br />WHEREAS, the Lake Elmo Planning Commission has submitted its report and <br />recommendation of approval to the City Council as part of a staff report dated November 1, 2022; <br />and <br />WHEREAS, the City Council considered the said matters at its November 1, 2022 meeting <br />and made the following findings of fact: <br />
