MEMO <br />(March 17, 2006 for the Meeting of March 20, 2006) <br />To: Lake Elmo Commission <br />From: Chu k d <br />Subject: 2006 Trail Construction Program <br />As earlier recommended by staff, the Commission decided at its February meeting to use the <br />March meeting to at least begin formulating its recommendations to the City Council regarding <br />the 2006 Trail construction program. The Council will then review the recommendations, make <br />any modifications they deem necessary, and order the project design/bidding process. <br />The approved 2006-2010 CIP includes a $150,000 allocation from the Park Dedication Fund for <br />trail construction during 2006. Little or no Public expenditures on trails has been realized over the <br />past few years (other than Park Dedication Fee credits for Public trails that have been or are to be <br />constructed by developers in some new subdivisions) pending completion of the new Trails <br />Guide Plan. With that Plan completed and adopted by the City Council, 2006 becomes a year to <br />launch a major construction program to begin filling in the gaps in the trail system that have been <br />identified in the Plan. <br />At your February meeting Commissioners were encouraged to Email staff regarding suggested <br />2006 trail construction priorities. Several commissioners responded. I have attached their <br />suggestions. Staff has considered possible priorities as well. As of this writing staff -suggested <br />priorities are limited to the following: <br />Construction of the trail segment within vacated 55"' Street North from Marquess Trail to <br />the trail segment under construction in the Sanctuary neighborhood. This work has been <br />already earmarked for 2006 by the City Council during negotiations on the 55"' Street <br />vacation. It is anticipated that the City can contract with the Sanctuary developer to have <br />this segment constructed concurrent with the Sanctuary trails using the same contractor. <br />Since the former 551h Street road base can be used for most of the segment the cost to <br />construct (@8 feet paved) is currently estimated to be a minimal $12,500 for nearly 1,200 <br />feet of trail. <br />Construction of the trail segment from Marquess Trail (as it approaches Highway 5) <br />south to the 50'h Street North trail. The very early estimate for the cost of this 1,000 foot <br />segment is $25,000. Here there is some existing base material but there may be some <br />additional costs involved since we would be adjacent drain fields and crossing over a <br />pipe associated with the Carriage Station wastewater system. <br />Assuming these two segments become Priority 41 and 92 — which staff recommends — over <br />$100,000 of allocated CIP funding will remain to address other Commission priority segments. <br />The Cify Fngineer recommends that at this point a "safe" per foot construction cost to assume is <br />$30. About 3,750 lineal feet of 2006 trail construction remains to be prioritized/recommended on <br />that assumption. <br />
