LIS F.1 I we] OUT 11,910 <br />WHEREAS, the City undertakes public improvement projects from time to time, and may desire <br />to defray all or a portion of the cost of the improvements against the benefiting properties; and <br />WHEREAS, on November 16. 2010, the City adopted the Special Assessment Policies and <br />Procedures for Public Improvements manual, to serve as the general guide for a systematic assessment <br />process for public improvements in Lake Elmo; and <br />WHEREAS, on May 6, 2014 the City Council adopted language clarifying how propel -ties in <br />areas intended to be sewered and non-sewered should be assessed for water improvements. That language <br />was readopted and perfected in Ordinance 08-108 by Council on June 17, 2014; and <br />WHEREAS, City staff is recommending amendments to the policy in order to bring the <br />assessment policy in line with the recently adopted lateral benefit charge ordinance language. <br />NOW, THEREFORE, BE IT RESOLVED, <br />1. The Special Assessment Policies and Procedures for Public Improvements manual, amended June <br />17, 2014, a copy of which is attached hereto and made a part hereof, is hereby approved and <br />adopted. <br />ADOPTED BY THE LAKE ELMO CITY COUNCIL ON THE SEVENTHEENTH DAY OF <br />JUNE 2014. <br />CITY OF LAKE ELMO <br />Mike Pearson <br />Mayor <br />Resolution No. 2014-42 <br />
