LAKE ELMO CITY COUNCIL MINUTES <br />August 4, 2021 <br />to. Approve Amendment to Setback Requirements for Accessory Structures in Agricultural <br />Districts — Ordinance 08-248 <br />11. Approve Finance Director Step Increase <br />Councilmember Holtz, seconded by Councilmember Beckstrom, moved TO APPROVE THE <br />CONSENTAGENDAASPRESENTED. Motion passed 5 - 0. <br />ITEM 12: Crossroads East Development Preliminary Planned Unit Development and <br />Preliminary Plat <br />Planning Director Roberts reviewed the updated site plan, preliminary plat, utilities and <br />landscaping/screening plans. Discussion was held regarding emergency vehicle access and the <br />potential to add a second access point to the development. <br />Dan Regan, Launch Properties, addressed concerns regarding the secondary access, noting <br />limitations due to a driveway on the neighboring property. <br />Councilmember Dorschner, seconded by Councilmember McGinn, moved TO ADOPT <br />RESOLUTION 2021— 086, A MO TION APPR 0 VING THE PLANNED UNIT <br />DEVELOPMENT (PUD) PRELIMINA R Y PLA N A AD PRELIMINARYPLATAS <br />REQUESTED B Y LA UNCH PR OPER TIES AND CROSSROAD PROPERTIES FOR THE <br />OFFICE WAREHOUSEILIGHT INDUSTRIAL DEVELOPMENT TO BE LOCATED ON <br />THE NORTHEAST CORNER OF HUDSON BOULEVARD AND LAKE ELMO AVENUE <br />SUBJECT TO RECOMMENDED CONDITIONS OFAPPROVAL ASAMENDED WITH <br />THEADDITION OF "UNLESSA CONSOLIDATED ACCESS IS NEGOTIATED WITH <br />THE NEIGHBOR TO THE EAST"ADDED TO CONDITION 6AFTER THE <br />UNDERLINED SENTENCE. Motion passed 5 — 0. <br />ITEM 13: Plannine Services <br />Administrator Handt presented options for interim contract planning services while a search is <br />conducted to till the vacant positions in the Planning Department. <br />Jennifer Haskamp, Swanson Haskamp Consulting, commented on her firm's billing rates and <br />potential for cost efficiencies. <br />Harry Davis, Bolton & Menk, commented on his firm's proposal and ability to meet the City's <br />needs. <br />Councilmember Dorschner, seconded by Councilmember McGinn, moved TO ENTER INTO <br />A SER VICE A GREEMENT WITHSWANSONHASKAMP CONSULTING FOR <br />PLANNING SERVICES. <br />Councilmember Dorschner, seconded by Councilmember McGinn, moved TO AMEND THE <br />PRIMAR YMOTION BYAPPOINTING BOTH FIRMS WITHASSIGNMENTS TO BE <br />NEGOTIATED BY THE CITYADMINISTRATOR.
