CITY OF LAKE ELMO <br />CITY COUNCIL WORKSHOP MINUTES <br />AUGUST 10, 2021 <br />CALL TO ORDER <br />Called the meeting to order at 6.30 pm. <br />PRESENT: Mayor Cadenhead, Councilmembers Katrina Beckstrom, Dale Dorschner and Lisa <br />McGinn. Absent: Councilmember Jeff Holtz. <br />Staff present: City Administrator Handt, Planning Director Roberts, Public Works Director Powers <br />and City Clerk Johnson. <br />Schillgen Farm South (Gonyea)_Concept Plan <br />Planning Director Roberts reviewed previous plans submitted for the parcel and presented details <br />of the current proposal for a planned unit development of 327 housing units on 123.4 acres, <br />noting comments from staff. <br />Craig Allen spoke on behalf of Gonyea Companies regarding home type/design and using local <br />custom home builders. Mr. Allen also responded to questions regarding types of housing <br />proposed on the parcel south of Stillwater Boulevard and council concerns regarding density. <br />Palmquist Property (551h Street) Discussion <br />Planning Director Roberts presented a review of the request for a minor subdivision of a 10 acre <br />parcel into 3 individual lots. Mick Lynsky spoke on behalf of the applicant, noting development <br />occurring on neighboring properties. <br />511 Street Medians <br />Public Works Director Powers presented information for updating the 5a' Street medians with <br />concrete, turf or turf and perennials and costs for installation and maintenance. Discussion was <br />held concerning residents who have expressed a preference for the medians to have plantings for <br />a more attractive appearance than concrete and the cost of maintaining planted medians. <br />Conference Room Namine <br />Administrator Handt stated that naming conference rooms in the new city services building could <br />alleviate confusion when reserving and directing guests to a room. Administrator Handt listed <br />suggested categories and the Council expressed interest in pursuing lake themed names. <br />Prosecution Services <br />Administrator Handt reported that the current contract for prosecution services expires in 2022 <br />and outlined options. Council expressed interest in issuing an RFP for prosecution services. <br />
