LAKE ELMO CITY COUNCIL MINUTES <br />November 3, 2021 <br />Councilmember Holtz, seconded by Councilmember Dorschner, moved TO APPROVE THE <br />CONSENTAGENDAASPRESENTED. Motion passed 5 - 0. <br />ITEM 11: 2022 Street and Utility Improvements <br />City Engineer Griffin presented the proposed project for the Fields of St. Croix and Beaut Crest <br />neighborhoods, noting option to remove the water portion of the project in the Fields of St. Croix <br />neighborhood. <br />Councilmember Holtz, seconded by Councilmember Dorschner, moved TO OPEN THE <br />PUBLIC HEARING. Motion passed 5 — 0. <br />John Ludwigson, 8870 35th St. N., presented a list of neighbors with 6 opposed, 2 in favor and 4 <br />neutral regarding the proposed improvements. <br />Bill Mohr, 4748 Larkspur Ln, stated opposition to the watermain portion of the project due to the <br />cost. <br />Kjersti Moline, 4698 Larkspur Ln, stated the watermain portion of the project is unnecessary. <br />Diane Erickson, 3432 Isle Ct. N., spoke in favor of the road reconstruction due to poor <br />pavement conditions in her neighborhood. <br />Mary Christensen, 4943 Lilac Way N., stated that the streets do need improvement but the wells <br />are not contaminated and the water portion of the project is too financially burdensome. <br />Gerald Scherbel, 3443 Isle Ct. N., stated the roads are in terrible condition and need to be redone. <br />William Dustin, 4654 Linden Tr. N., stated opposition to the cost of the water portion of the <br />project. <br />Sheryl Niebuhr, 4644 Linden Tr. N., stated opposition to the water portion of the project due to <br />the cost and lack of benefit. <br />Councilmember Dorschner, seconded by Councilmember McGinn, moved TO CLOSE THE <br />PUBLIC HEARING. Motion passed 5 — 0. <br />Councilmember Dorschner, seconded by Councilmember McGinn, moved TOADOPT <br />RESOLUTIONNO. 2021-121 ORDERING THE 2022 STREETAND UTILITY <br />IMPROVEMENTS AND THE PREPARATION OF PLANS AND SPECIFICATIONS FOR <br />THE RECOMMENDED STREET IMPROVEMENTS AS OUTLINED IN THE <br />FEASIBILITYREPORT ACCEPTED ON OCTOBER 5, 2021. Motion passed 5 — 0. <br />Councilmember Dorschner, seconded by Councilmember Holtz, moved TOAPPROVEA <br />PROFESSIONAL ENGINEERING DESIGNAND CONSTRUCTIONSUPPORT <br />Page 2 of 5 <br />
