LAKE ELMO CITY COUNCIL MINUTES <br />November 16, 2021 <br />Steve Pott, 4212 Lake Elmo Avenue, commented on the parking at the site and expressed <br />concern about the size of the operation and traffic. Mr. Pott requested that the Council delay a <br />decision until after the current sale season. <br />Applicants John & Neil Krueger addressed concerns regarding traffic and parking at the site and <br />hours of operation for the photography business. <br />Councilmember Holtz, seconded by Mayor Cadenhead, moved TO APPROVE RESOLUTION <br />2021-128 APPROVING THE AMENDMENT TO THE IUP FOR AGRICULTURAL SALES <br />WITH ELEVEN CONDITIONS BASED ON THE FINDINGS LISTED IN THE STAFF <br />REPORT. <br />Councilmember Beekstrom, seconded by Councilmember McGinn, moved TO POSTPONE <br />FURTHER CONSIDERATION UNTIL THE JANUARY4, 2022 CITY COUNCIL <br />MEETING. Motion approved 3 — 2. (Cadenhead, Holtz — nay) <br />Councilmember McGinn, seconded by Mayor Cadenhead, moved TO APPROVE <br />RESOLUTION2021-129APPROVING THE IUP FOR THE A GRICUL TURAL <br />ENTERTAINMENT B USINESS TO ALLOW PROFESSIONAL PHOTOGRAPHY <br />SESSIONS ON THE SITE WITH FOURTEEN CONDITIONS BASED ON THE FINDINGS <br />LISTED IN THE STAFF REPORT WITH CHANGE TO CONDITION 3 LIMITING <br />PHOTOGRAPH TO JANUARY— NOVEMBER 15TI ; AMDING CONDITION 14 TO STATE <br />THAT THE IUP WILL EXPIRE IN2042; AND STRIKING CONDITION 4 LIMITING THE <br />NUMBER OFPHOTOGRAPHYSESSIONSAND PARTICIPANTS. Motion passed 5 — 0. <br />ITEM 29: Order for AUAR for 180 Acres on Ideal Avenue <br />City Administrator Handt reviewed the order for an AUAR for the city owned property on Ideal <br />Avenue necessary for the proposed warehouse development. <br />Councilmember Dorschner, seconded by Councilmember McGinn, moved TO APPROVE <br />RESOLUTIONNO 2021-125, A RESOLUTION ORDERING THE PREPARATION OFAN <br />ALTERNATIVE URBAN AREA WIDE REVIEW (AUAR) FOR THE STUDY AREA TO BE <br />KNOWNAS CYPHERS LOGISTICS PARK.
