LAKE ELMO CITY COUNCIL MINUTES <br />April 19, 2022 <br />Randy Erickson, 4995 Lilac Way N — sent out an email to council about the bump out and stated <br />that after twenty-three years of everything working just fine, residents are requesting no parking <br />signs. They appreciate the resurfacing of the road. <br />Jack Delaney, 4853 Lilac Pl N — echo Mr. Erickson's points. The neighborhood does not want <br />the parking bays but appreciate the road being repaved. There is no issue to be corrected and ask <br />that the plan be rejected in its current form. <br />Council discussion was held regarding the no -parking signs, bump outs, and the claim to the <br />unbalancing bid. <br />Councilmember Holtz, seconded by Councilmember McGinn, moved TO APPROVE <br />RESOLUTIONNO. 2022-041, ACCEPTING BIDS AND AWARDING CONTRACT TO <br />MILLER EXCAVATING INC. IN THE AMOUNT OF $1,581,401.00 FOR 2022 STREET <br />AND UTILITYIPROVEMENTS. Discussion. Motion passed 5 — 0. <br />Mayor Cadenhead directed staff to remove the bump outs in the plans and prepare a change order <br />for the contractor. <br />Councilmember Holtz, seconded by Councilmember McGinn, moved TO AUTHORIZE THE <br />CITYADMINISTRATOR TO ENTER INTO A MATERIAL TESTING CONTRACT WITH <br />BRAUNINTERTECHINC. FOR GEOTECHNICAL CONSTRUCTIONPHASE SERVICES <br />NOT TO EXCEED THE AMOUNT OF $25,346 FOR THE 2022 STREET AND UTILITY <br />IMPROVEMENTS. No discussion. Motion passed 4 — I - 0. (Mayor Cadenhead abstain) <br />ITEM 8: Approve Eneineering Desien Standards Updates and Revisions dated January <br />2022 <br />City Engineer Jack Griffin provided a presentation on the purpose of the engineering design <br />standards. <br />Councilmember Dorsehner, seconded by Councilmember Holtz, moved TO APPROVE <br />RESOL UTION 2022-042, APPROVING THE ENGINEERING DESIGN STANDARD <br />UPDATES AND STORMWATER REUSE IRRIGTION DESIGN STANRADS DATED <br />JANUARY2022.
