LAKE ELMO CITY COUNCIL MINUTES <br />July 5, 2022 <br />Councilmember Holtz, seconded by Councilmember McGinn, moved TO APPROVE THE <br />CONSENT AGENDA AS PRESENTED. Motion passed 4 - 0. <br />ITEM 9: Change Order for Lake Elmo City Center Project— Motor Power Clarifications <br />City Administrator Handt provided an overview of the requested change order for the City Center <br />project to add low ambient heating equipment to the VRF system to provide a supplemental heat <br />source during extreme cold conditions. <br />Cindy McCleary, Leo A. Daly, explained the recommendation for adding on to the heating system. <br />Mayor Cadenhead, seconded by Councilmember Holtz, moved TO APPRO VE ASI-12 FOR <br />THE NEW CITY CENTER AND PUBLIC WORKS ADDITION. Motion passed 4-0. <br />ITEM 10: Change Order for Lake Elmo Citv Center Proiect — Public Works Revisions <br />City Administrator Handt reviewed proposed changes to add steel that was missed on a revision <br />to the plans and update the floor plan. <br />Councilmember McGinn, seconded by Councilmember Holtz, moved TO APPROVE PR-12 <br />FOR THE NEW CITY CENTER AND PUBLIC WORKS ADDITION. Motion passed 4-0. <br />ITEM 11: Portable Toilet Policy <br />Public Works Director Powers presented the proposed portable toilet policy to be used in <br />determining portable toilet placement in City parks. <br />Councilmember Beekstrom, seconded by Councilmember McGinn, moved TO APPROVE <br />ADOPTING THE PARKS PORTABLE TOILET POLICY AS PRESENTED. Motion passed <br />4-0. <br />ITEM 12: Approve Concurrence to Award a Construction Contract for the CSAH 15 <br />(Manning Ave.) and 30`1 St. Intersection Improvements <br />City Engineer Griffin reviewed the bids and project costs and the City's share of the cost for the <br />improvements. <br />Councilmember McGinn, seconded by Councilmember Holtz, moved TO APPROVE <br />RESOLUTIONNO. 2022-072 CONCURRING WITH WASHINGTON COUNTY TO AWARD <br />A CONSTRUCTION CONTRACT FOR THE COUNTY STATE AID HIGHWAY (CSAH) 15 <br />(MANNING AVENUE) AND 30TH STREET INTERSECTION IMPROVEMENTS.
