CITY OF LAKE FLMO <br />CITY COUNCIL WORKSHOP MINUTES <br />OCTOBER 11, 2022 <br />CALL TO ORDER <br />Called the meeting to order at 6:30 pm. <br />PRESENT: Mayor Cadenhead, Councilmembers Katrina Beckstrom, Dale Dorschner, Jeff Holtz <br />and Lisa McGinn. <br />Staff present: City Administrator Handt, Public Works Director Powers, Assistant Public Works <br />Director Swanepoel, City Planner Hetzel and City Clerk Johnson. <br />Townball Field <br />City Planner Hetzel reviewed amenities at townball fields in the area and reviewed estimated <br />costs for construction of a townball field in Lake Elmo. Hetzel reviewed feedback received from <br />a community survey regarding ballfields, potential locations and potential funding sources. <br />Discussion was held concerning benefits and potential long term negative impacts to the city <br />including loss of the sale of city land and tax revenue. Council consensus to not spend additional <br />staff time on this issue. <br />PUD Amenities <br />Planning Director Just reviewed the city ordinance related to PUD amenity points related to <br />bonus density. Discussion was held regarding removing the language that is not beneficial to the <br />city. Planner Just indicated she would bring revisions to the Planning Commission for public <br />hearing. <br />First Amendment to WAC Prepayment Agreement <br />City Administrator Handt reviewed the WAC Prepayment Agreement in place between the city <br />and .EN Properties LLC and the developer's request to amend the agreement to suspend <br />additional payments and allow for the owner to request a refund for unused WAC units in the <br />future. Council consensus to move forward with the agreement. <br />Items for Future Agenda <br />Administrator Handt noted that the long range financial management plan and landscape <br />architect interviews would be discussed at the November worksession. <br />
