LAKE ELMO CITY COUNCIL MINUTES <br />November 1, 2022 <br />Planning Director Just presented the request for a PUD and plat amendment, Comprehensive <br />Plan amendment and a zoning map amendment to allow for construction of a 103 unit senior <br />housing rental building at the intersection of Hudson Road and Eagle Point Boulevard. <br />Alex Hall, United Properties, presented a project overview of the proposed facility and amenities <br />and also discussed similar properties owned by United Properties in other Twin Cities locations. <br />Discussion was held; Councilmember Dorschner expressed concern regarding the density of the <br />project. <br />Councilmember McGinn, seconded by Councilmember Holtz, moved TO APPROVE <br />RESOLUTIONNO. 2022-102, APPROVING A COMPREHENSIVE PLANAMENDMENT <br />FROMMU-BP (MIXED USE BUSINESS PARK) TO HDR (HIGHDENSITY <br />RESIDENTIAL, A PRELIMINARYPUD PLANAMENDMENT, AND A PRELIMINARY <br />PLATAMENOMENT FOR THE SITE OF THEAMIRA OFLAKE ELMO ON THE <br />CORNER OF HUDSONBOULEVARD AND EAGLE POINTE BOULEVARD. THIS <br />AMENDMENT IS BASED ON THE FINDINGS LISTED IN THE STAFF REPORT AND <br />SUBJECT TO THE CONDITIONLISTED IN THE STAFFREPORT. Motion passed 4 —1. <br />(Dorschner — nay) <br />Councilmember Holtz, seconded by Councilmember McGinn, moved TO ADOPT <br />ORDINANCE NO. 2022-14, APPROVING A ZONING MAP AMENDMENT FROM MU -BP <br />(MIXED USE BUSINESS PARK) TO HDR (HIG11DENSITYRESIDENT)4L) FOR THE <br />AMIRA OF LAKE ELMO DEVELOPMENT ON THE CORNER OF HUDSON <br />BOULEVARD AND EAGLE POINTE BOULEVARD. THISAPPROVAL WILL BE <br />SUBJECT TO THE CITYAMENDING THE COMPREHENSIVE PLAN FOR THIS SITE <br />AND IS BASED ON THE FINDINGS LISTED IN THE STAFFREPORT. Motion passed 4 <br />—1. (Dorschner — nay) <br />ITEM 19: Final Plat & Final PUD — DPS Lake Elmo 3r1 Addition - 9450 Hudson <br />Boulevard — SRD 2.0 LLC <br />Planning Director Just provided an overview of the request and noted that the request to approve <br />the PUD has been removed and will be presented at a later time with the development <br />agreement. <br />Discussion held regarding the language in the proposed resolution. Councilmember Dorschner <br />stated opposition to high density development and splitting the lot. <br />Councilmember Holtz, seconded by Councilmember McGinn, moved TO ADOPT <br />RESOLUTION 2022-103 APPROVING THE DPS LAKE ELMO 3RD ADDITION FINAL <br />PLAT & PUD BASED ON THE FINDINGS OF FACT AND CONDITIONS OUTLINED IN <br />THE STAFFREPORT WITHAMENDMENT TO FINDINGS 3, S, 6 AND 7 REPLACING <br />"GENERALLY COMPLIES" WITH "CONSISTENT".
