LAKE ELMO CITY COUNCIL MINUTES <br />December 6, 2022 <br />City Engineer Griffin presented the project scope and details on the proposed improvements <br />including estimated costs and assessment amounts. <br />Councilmember Dorschner, seconded by Councilmember Holtz, moved TO OPEN THE <br />PUBLIC HEARING. Motion passed 5 — 0. <br />Alan Kupferschmidt, 2769 Legion Ave. N., asked for coordination with mail and trash collection <br />providers to avoid service interruptions during the project and asked for planning to maintain the <br />natural aesthetics of the area. <br />Councilmember Holtz, seconded by Councilmember Dorschner, moved TO CLOSE THE <br />PUBLIC HEARING. Motion passed 5 — 0. <br />Councilmember McGinn, seconded by Councilmember Holtz, moved TO ADOPT <br />RESOL UTION NO.2022-110 ORDERING THE OLD VILLA GE PHASE 7 STREET AND <br />UTILITY IMPR 0 VEMENTS AS OUTLINED IN THE FEASIBILITY REPORT <br />ACCEPTED ONNOVEMBER 1, 2022. Motion passed 5 — 0. <br />ITEM 25: 8265 Hidden Bay Trail — Variance for Septic Setback from Wetland <br />.City Planner Hetzel reviewed the request for a variance to allow installation of a replacement <br />septic system within a wetland boundary. Hetzel reviewed the site conditions and noted that the <br />Planning Commission reviewed the request and recommended approval. <br />Councilmember Dorschner, seconded by Councilmember Holtz, moved TO APPROVE <br />RESOL UTION NO. 2022-1111 APPROVINGA VARIANCE TO INSTALL A SEWAGE <br />TREATMENT SYSTEM WITHIN 75 FEET OFA DELINEATED WETLAND BOUNDARY <br />AT 8265 HIDDENBAY TRAIL N. Motion passed 5-0. <br />ITEM 26: 8243 Demontreville Trail — Jesuit Retreat House CUP <br />City Planner Hetzel reviewed the request for a conditional use permit to all construction of a 10 <br />person guest house at the Jesuit Retreat Center at 8243 Demontreville Trail N. Discussion held <br />concerning the. total capacity of the guest houses at the retreat center. Michael Nelson, architect <br />for the project, commented on the chapel, dining hall and parking capacity limitations currently <br />in place due to site limitations. <br />Councilmember McGinn, seconded by Councilmember Dorschner, moved TO APPROVE <br />THE REQUEST FROM THE JESUIT RETREAT HOUSE TO AMEND A CONDITIONAL <br />USE PERMIT TO ALLOW THE CONSTR UCTION OF 10 PERSON GUEST HOUSE AT <br />8243 DEMONTREVILLE TRAIL N WITH CONDITIONS. <br />Councilmember Dorschner, seconded by Mayor Cadenhead, moved TO REMOVE <br />CONDITION 5 LIMITING THE NUBMER OF GUESTS.
