DATE: January 3, 2023
CONSENT
TO: Mayor and City Council
FROM: Kristina Handt, City Administrator
AGENDA ITEM: Approve Revised Planner Job Description and Promote Jensen
BACKGROUND: Part of the work done by Baker Tilly was to review job descriptions and make updates where needed. To help in evaluating jobs across departments they included some standard language about supervision, exercise of control, experience, etc to align with the evaluation factors they discussed in October.
Per the City of Lake Elmo Personnel Policy, the city administrator or designee will determine if a vacancy will be filled through an open recruitment or by promotion, transfer, or some other method. I am recommending Sophia Jensen be promoted to Planner effective 1/4/23 at a rate of $31.23/hour. Sophia began with the City of Lake Elmo about a year and a half ago as a GIS
intern. For the past year she has been serving as the city’s first code enforcement official. ISSUE BEFORE COUNCIL: Should the Council approve the new job description for the Planner? Should the Council promote
Sophia Jensen to Planner?
PROPOSAL DETAILS/ANALYSIS: Baker Tilly provided the updated job description as part of the study. The job description was further refined in anticipation of the reorganization that will occur in the planning and building department later this year-the transition to a Community Development Director and the addition of
a Senior Planner. A copy of the proposed job description is included in your packet.
FISCAL IMPACT: The 2023 budget includes funds to cover the wages, taxes and benefits for the Planner at the proposed rate.
OPTIONS:
1) Approve updating the Planner job description
2) Do not approve the above mentioned changes
RECOMMENDATION: If removed from consent agenda:
“Motion to approve updating the Planner Job Description ATTACHMENTS: • Planner Job Description
