STAFF REPORT <br />DATE: January 3, 2023 <br /> CONSENT <br /> <br />AGENDA ITEM: Contracted Planning Services <br />SUBMITTED BY: Kristina Handt, City Administrator <br /> <br />BACKGROUND: Since the planning department will be without a couple of staff for a period of time while we search for new hires, I reached out Bolton and Menk to see if they could provide planning services in the interim as they did in 2021. <br /> ISSUE BEFORE COUNCIL: Should the Council approve the agreement with Bolton and Menk to provide interim planning services? PROPOSAL: A copy of Bolton and Menk’s proposal is included in your packet as an attachment to the professional services agreement. They are in the process of hiring a new senior level planner who may take over our work in late February/early March. In the interim they are proposing a team approach with Jenni Faulkner taking the lead and Rose Schroder presenting at Council meetings. They have a couple of additional staff to provide support as needed, one of which is a former planning intern with the City of Lake Elmo. <br /> FISCAL IMPACT: Rate for 2023 are as follows: <br /> <br />Employee Hourly Rate <br />Ryan Goodman, Principal Engineer No charge <br />Jenni Faulkner, Senior Planner $182 per hour <br />Jane Kansier, Senior Planner $170 per hour Rose Schroder, Senior Planner $165 per hour Planner II- tbd $135-$150 per hour <br />Nathan Fuerst, Planner II $142 per hour <br />TJ Hofer, Planner I $126 per hour <br /> <br /> As we have done in the past, we will only bill applicants for time beyond the application fee. So unless there is a lot of council driven work, most of the cost of the consultant will either be offset by application fees or escrow reimbursements. OPTIONS: 1) Approve the Service Agreement with Bolton and Menk 2) Amend and then Approve the Service Agreement with Bolton and Menk 3) Direct staff to obtain more proposals RECOMMENDATION:
