STAFF REPORT DATE: January 17, 2023 CONSENT AGENDA ITEM: Approve Payment No. 2 for CSAH-15 (Manning Avenue) and 30th Street Intersection Improvements SUBMITTED BY: Jack Griffin, City Engineer REVIEWED BY: Kristina Handt, City Administrator Marty Powers, Public Works Director Chad Isakson, Assistance City Engineer ISSUE BEFORE COUNCIL: Should the City Council approve Payment No. 2 for the County State Aid Highway (CSAH) 15 (Manning Avenue) and 30th Street Intersection Improvements (the Project)? BACKGROUND: On May 17, 2022 the City Council entered into Cooperative Agreement 14787 with Washington County for the cost share in the traffic signal and turn lane improvements at the intersection of CSAH-15 (Manning Avenue) and 30th Street North. The City’s share of the costs, as assigned by the County, include 100% of the street and storm sewer costs located in City right-of-way for 30th Street North, and 25% of the traffic signal costs. The post bid estimated cost share for Lake Elmo was $726,917 vs. a pre-bid estimated amount of $496,570. The City of Lake Elmo approved concurrence with the County to award the contract on July 5, 2022. The construction of the project is now substantially completed. PROPOSAL DETAILS/ANALYSIS: In accordance with the Cooperative Cost Share Agreement payment schedule, Washington County has submitted Invoice #209663 in the amount of $659,806.91. The amount requested reflects the City’s share of the total estimated project costs incurred to date. The invoice has been reviewed and approval of the invoice is recommended as presented. FISCAL IMPACT: Payment is proposed in accordance with Cooperative Agreement No. 14787 with Washington County. Current project costs invoiced to the city are higher that the City cost share estimates at the time of the Cooperative Agreement approvals, currently exceeding costs by $5,581.13 or 3.1%. Final project costs are pending final invoicing from the County based on final tabulated project quantities. RECOMMENDATION: Staff is recommending that the City Council approve, as part of the consent agenda, Pay Request #2 for the Project. If removed from the consent agenda, the recommended motion for this action is as follows: “Move to approve Pay Request #2 to Washington County, in accordance with Cooperative Agreement No. 14787, in the amount of $659,806.91, for the County State Aid Highway (CSAH) 15 (Manning Avenue) and 30th Street Intersection Improvements.” ATTACHMENTS: 1.
