LAKE ELMO CITY COUNCIL MINUTES <br /> February 7, 2023 <br /> <br />Page 3 of 4 <br /> <br />ITEM 19: PUD Code Text Amendments City Planner Jensen presented proposed amendments to the City’s Planned Unit Development code <br />based on discussion at the October 11, 2022 City Council Workshop. <br /> <br />Councilmember Holtz, seconded by Councilmember Hirn, moved TO ADOPT ORDINANCE <br />2023-02, AMENDING ARTICLE XVIII PLANNED UNIT DEVELOPMENT (PUD) <br />REGULATIONS. Motion passed 5 – 0. <br />Councilmember Holtz, seconded by Councilmember McGinn, moved TO APPROVE <br />SUMMARY PUBLICATION OF ORDINANCE 2023-02 WITH APPROVAL OF <br />RESOLUTION 2023-008. Motion passed 5 – 0. <br /> <br />ITEM 20: Parks Commission 2023 Work Plan Assistant Public Works Director Swanpoel presented the proposed 2023 Parks Commission Work Plan. Brief discussion was held regarding other amenities to be added to Pilot Park such as soccer <br />nets and benches. <br /> <br />Councilmember Holtz, seconded by Councilmember Hirn, moved TO ADOPT THE 2023 <br />PARKS COMMISSION WORK PLAN. Motion passed 5 – 0. <br /> ITEM 21: Approve Job Description and Authorize Advertising for Community Development Director <br />City Administrator Handt provided a brief summary of the job description and position posting <br />for the Community Development Director position as outlined in the job classification and compensation study performed for the City by Baker Tilly. Councilmember Holtz, seconded by Councilmember McGinn, moved TO APPROVE THE COMMUNITY DEVELOPMENT DIRECTOR JOB DESCRIPTION WITH AN AMENDMENT TO ALLOW DEGREE REQUIREMENTS TO BE SUBSITUTED WITH AN <br />ADDITONAL FIVE YEARS EXPERIENCE, AND AUTHORIZE ADVERTISING THE <br />POSIITION. Motion passed 5 – 0. <br />ITEM 22: Lobbyist City Administrator Handt reported on meetings with a potential lobbying firm to assist the City with legislation related to water supply issues. Councilmember Holtz, seconded by Councilmember McGinn, moved TO AUTHORIZE THE CITY ADMINISTRATOR TO ENGAGE IN NEGOTIATIONS FOR A CONTRACT TO
