<br />DATE: March 7, 2023 <br />CONSENT <br />TO: Mayor and City Council <br />FROM: Kristina Handt, City Administrator <br />AGENDA ITEM: Approve Building Official Job Description Update and Ordinance Amendment <br /> BACKGROUND: Since 2016 the Building Official has reported to the city administrator. Prior to that the Building <br />Official reported to the Community Development Director. When a past council changed to a Planning Director position in 2016, staff brought forward a proposal to update the city ordinance to have them report to the Planning Director so it would be consistent with the job description. On a 2-2 vote, the ordinance change failed. Since an ordinance is a higher authority, staff <br />changed the job description to have the Building Official report to the City Administrator. <br /> Now that the city is going back to a Community Development Director, staff is proposing updates to the job description and ordinance for consistency. ISSUE BEFORE COUNCIL: Should the Council approve the new job description for the Building Official and Ordinance amendment regarding reporting structure? <br />PROPOSAL DETAILS/ANALYSIS: During the Baker Tilly classification and compensation study they updated job descriptions. They <br />made updates to job descriptions based upon the information submitted by employees and their supervisors in completing their position analysis questionnaires and based upon the SAFE criteria used in evaluating the job. I further made changes to reflect the new reporting structure to the Community Development Director and removed some of the fire inspection relate language since <br />that ordinance was updated last year and is back under the purview of the fire department. A <br />redlined version of the new job description is included in your packet. FISCAL IMPACT: Just costs to publish the ordinance change <br />OPTIONS: 1) Approve the Building Official job description and adopt Ordinance No 2023-05 <br />2) Do not approve the above mentioned changes <br />RECOMMENDATION: <br />If removed from consent agenda: <br />“Motion to approve the Building Official job description and adopt Ordinance No 2023-05.” <br /> ATTACHMENTS: • Building Official Job Description • Ordinance No 2023-05
