Staff Report <br />DATE: 3/7/2023 MOTION AGENDA ITEM: Planning Commission 2023 Work Plan SUBMITTED BY: Sophia Jensen, City Planner <br />BACKGROUND: Per Section 3.12.280 of the Lake Elmo City Code, the Planning Commission is tasked with reviewing and recommending an annual work plan. Staff built off of the 2022 work plan to establish the 2023 Planning Commission Work Plan. <br />At the December 12th 2022 Planning Commission meeting the commission reviewed and discussed the proposed work plan. Commissioners voted to recommend approval of the work plan to City Council. <br />At the February 15th City Council Workshop Commissioners and Council reviewed the work plan and <br />discussed each section. No significant changes to the plan were identified. <br />ISSUE BEFORE THE CITY COUNCIL: Should the City Council accept the 2023 Planning Commission work plan as proposed? <br />DETAILS AND ANALYSIS: <br />The work plan follows a similar ranking system to the Parks Commission work plan with a priority system of 1-5 (1 being the highest priority). <br />Items that have been completed in the 2022 work plan include the following: 1. Amending the Medium Density Residential zoning district to be consistent with theComprehensive Plan.2. Process a package of clean up text amendments from 2021.3. Update permits and land use applications to be concise, have a checklist, and be fillable. <br />4. Rebuild the Planning Dept. and hire a Code Enforcement Officer. <br />OPTIONS: 1. Approve the Planning Commission 2023 Work Plan2. Amend the Planning Commission 2023 Work Plan <br />FISCAL IMPACT: <br />None <br />RECOMMENDATION: <br />Staff and Planning Commission recommends the following motion: <br />“Motion to approve the 2023 Planning Commission Work Plan.” <br />ATTACHMENTS: 1. 2023 Planning Commission Work Plan
