When the waste of water is great, or when <br />damage is likely to result from the leak, water may be turned off immediately pending repairs. <br />(b)Frozen service pipes. If the service pipe is frozen, the service pipe will be restored to proper <br />operating condition only by an authorized city employee. The property owner/customer shall pay <br />all costs associated with thawing out water service. <br />(c)Specifications for service pipe. Every service pipe must be laid with sufficient waving to allow <br />not less than one foot of extra length and in a manner to prevent rupture by settlement. The <br />service pipe must be placed not less than eight feet below the surface and arranged to prevent <br />rupture by freezing. Service pipes must extend from the curb box to the inside of the building, if <br />not taken into a building, then to the hydrants or other fixtures which it is intended to supply. A <br />shut-off or other stop-cock with waste valve, of the size and strength required, shall be used and <br />placed to be well protected from freezing. Type K copper tubing shall be used up to and <br />including two-inch services. All underground joints are to be mechanical, unless otherwise <br />approved by the plumbing inspector. Joints on copper tubing shall be kept to a minimum, with <br />not more than one joint used for service up to 70 feet in length. All joints and connections shall <br />be left uncovered until inspected and tested at normal water line pressure. Services over two <br />inches shall be Type K copper or Doctile iron pipe. Connections with the mains for domestic <br />supply shall be at least one inch. <br />HISTORY <br />Adopted by Ord. 08-253 on 11/3/2021 <br />5.04.150 Abandoned Services <br />(a)Disconnection of abandoned/unused services, charges. All service installations that have been <br />abandoned or have not been used for one year or, for any reason, have become useless for <br />further service, shall be disconnected at the main by the city and all pipe and appurtenances <br />removed shall be the property of the city. Any expense of the city shall be charged to the <br />property and, if not paid within 30 days, shall be treated as a delinquent account pursuant to <br />LEC 5.04.090. <br />(b)Changes to "old," existing connections. When new buildings are erected on the site of the old <br />ones, and it is desired to increase or change the old water service, no connections with the <br />mains shall be given until all the old service shall have been removed and the main plugged. If <br />any contractor, worker, or employee upon the building shall cause or allow any service pipe to <br />be hammered together at the ends to stop the flow of water, or to save expense in removing the <br />pipe from the main, the owner of the building, the worker, and contractor shall, upon conviction <br />of the violation, be subject to the penalties as set forth in LEC 1.04.230, and shall remove the <br />service pipe from the main. If the contractor, worker, or employee fails to do so on 24 hours <br />notice, the contractor, worker, or employee shall be obligated to pay the city the cost incurred by <br />it for the removal. <br />HISTORY <br />Adopted by Ord. 08-253 on 11/3/2021 <br />5.04.160 Water Pipe Connected To Pump, Wells, Or Tank <br />No water pipe of the water system shall be connected with any pump, well, tank, or piping that is <br />connected with any other source of water supply, and when these connections are found, the building <br />official shall notify the owner to disconnect the connection. If not done immediately, the water supply <br />shall be turned off immediately. Before any new connection to the water system is permitted, the <br />plumbing inspector shall ascertain that no cross connection will exist when the new connection is made. <br />No person shall permit water from the water system to be used for any purpose except upon the <br />person's own premises unless written consent is first obtained from the city.
