CITY OF LAKE ELMO <br />CITY COUNCIL WORKSHOP MINUTES <br />JANUARY 10, 2023 <br />CALL TO ORDER <br />Mayor Cadenhead called the meeting to order at 6.30 pm. <br />PRESENT: Mayor Cadenhead, Councilmembers Katrina Beekstrom, Matt Him, Jeff Holtz and <br />Lisa McGinn. <br />Parks Commissioners Present: Pat Barrett, Vittorio Bloyer, Hank Hoelscher, Peter Kastler and <br />Juan Reyes -Rivera. <br />Staff present: City Administrator Handt, Public Works Director Powers, Assistant Public Works <br />Director Swanpoel, City Planner Jensen and City Clerk Johnson. <br />Parks Commission Work Plan <br />The draft Parks Commission Work Plan was discussed and it was suggested that the city develop <br />a park system plan related to park use. <br />Public interest in a dog park in the city was discussed with Councilmembers indicating there is a <br />need for a dog park. Disk golf was also discussed with a consensus indicating there is not much <br />interest in constructing a course. <br />Playground planning was discussed with suggestions that a larger regional park with a large play <br />structure may be more functional for the city versus small play structures and neighborhood <br />parks. Consensus to ensure trail connectivity when considering a regional park. <br />Ball fields were discussed at length and it was suggested to add a specific task for replacing the <br />fields lost due to the development of Royal Golf. Multiuse fields that can accommodate other <br />sports in addition to baseball were suggested. Discussion also held regarding a potential town <br />ball field in the city. Public Works Director Powers noted that Pebble Park and Ridge Park may <br />be able to be modified to accommodate a double field and asked for input on pursing that option. <br />Dog waste bag stations were discussed and there was some interest in adding additional stations. <br />Buckthorn management was discussed and current buckthorn removal efforts were noted. <br />Discussion was held concerning park surveys and options for encouraging public input on parks. <br />Items for Future Agenda <br />Administrator Handt noted that the next workshop will be a joint workshop with the Planning <br />Commission. <br />
