LAKE ELMO CITY COUNCIL MINUTES <br />February 7, 2023 <br />ITEM 19: PUD Code Text Amendments <br />City Planner Jensen presented proposed amendments to the City's Planned Unit Development code <br />based on discussion at the October 11, 2022 City Council Workshop. <br />Councilmember Holtz, seconded by Councilmember Hirn, moved TO ADOPT ORDINANCE <br />2023-02, AMENDING ARTICLE XVIII PLANNED UNIT DEVELOPMENT (PUD) <br />REGULATIONS. Motion passed 5 — 0. <br />Councilmember Holtz, seconded by Councilmember McGinn, moved TO APPROVE <br />SUMMARYPUBLICATION OF ORDINANCE 2023-02 WITHAPPROVAL OF <br />RESOLUTION2023-008. Motion passed 5 — 0. <br />ITEM 20: Parks Commission 2023 Work Plan <br />Assistant Public Works Director Swanpoel presented the proposed 2023 Parks Commission Work <br />Plan. Brief discussion was held regarding other amenities to be added to Pilot Park such as soccer <br />nets and benches. <br />Councilmember Holtz, seconded by Councilmember Hirn, moved TO ADOPT THE 2023 <br />PARKS COMMISSION WORK PLAN. Motion passed 5 — 0. <br />ITEM 21: Approve Job Description and Authorize Advertising for Community <br />Development Director <br />City Administrator Handt provided a brief summary of the job description and position posting <br />for the Community Development Director position as outlined in the job classification and <br />compensation study performed for the City by Baker Tilly. <br />Councilmember Holtz, seconded by Councilmember McGinn, moved TO APPROVE THE <br />COMMUNITYDEVELOPMENT DIRECTOR JOB DESCRIPTION WITHAN <br />AMENDMENT TO ALLOW DEGREE REQUIREMENTS TO BE SUBSITUTED WITH AN <br />ADDITONAL FIVE YEARS EXPERIENCE, AND A UTHORIZE AD VER TISING THE <br />POSIITION. Motion passed 5 — 0. <br />ITEM 22: Lobbyist <br />City Administrator Handt reported on meetings with a potential lobbying firm to assist the City <br />with legislation related to water supply issues. <br />Councilmember Holtz, seconded by Councilmember McGinn, moved TO AUTHORIZE THE <br />CITYADMINISTRA TOR TO ENGAGE IN NEGOTL4 TIONS FOR A CONTRACT TO <br />Page 3 of 4 <br />
